CPL FOR LOCAL DELAWARE H.S. PROGRAM OF STUDY

The Local Delaware High School Program of Study CPL process is being built during the 2026-27 academic year for students matriculating in Fall 2027. The information below outlines general information as of today. 

Starting in Fall 2027, matriculated students may be eligible to earn college credit for completing courses in high school through an Local Delaware High School Program of Study. This category is for Pathways taught and tailored for a school district or high school. For courses offered as part of the Delaware Pathways program, see the State of Delaware Pathways page

CPL is proposed and approved by individual academic departments. If a department offers credit for a Local Delaware High School Program of Study, no eligible or qualified student can be refused the opportunity to pursue it. 

Proposals may be approved for up to 5 years, but could be reevaluated by an academic department at any time. Eligible students must have matriculated to UD in or after Fall 2027. Students may have completed the Program of Study up to 5 years before matriculation.

Local Delaware High School Program of Study credits appear as “Transfer Credit” on a student record. Grades or scores may appear on an unofficial transcript, but not the official transcript, and will not count in the GPA. Credits do not satisfy Residency requirements in the degree audit. Students are responsible for requesting credit through the academic department. There is a non-refundable fee of $75 per credit, charged to a student account when the credits post to their record.

Local Delaware High School Programs of Study approved by an academic department to earn UD credit will be listed on this page, including: 

  • Name of each program and the issuing high school(s)

  • Eligibility requirements - course(s), minimum grades, etc.

  • What official documentation is required to demonstrate successful completion

  • UD course(s) and credit(s) earned for successful completion

  • Whom in the academic department to contact to request consideration 

To potentially earn credit for courses completed in their Local Delaware High School Program of Study, matriculated students must initiate the request by doing two steps, submitting a form and sending an email. Note that students may only do this while matriculated (after the first day of their first UD semester). 

  • Form: Complete a College Approval to Transfer Credit (CATC) form (coming in Fall 2027). The form will route through the student’s Asst. Dean or Graduate Program Coordinator for approval before arriving at the Registrar’s Office. The form is only accessible by matriculated students. 

  • Email: Send a request from your udel.edu account to the department contact, with this subject line: title of the Non-UD Noncredit Credential, your name and UDID. In the message itself, include: 

    • Your name, UDID, and term you matriculated to UD

    • The title of the Local Pathway, date of completion, and what type of documentation you received (badge, certificate, etc.)

    • The course(s) and credit(s) to be earned

    • The agency or school that issued the Non-UD Credential and a contact person for that program

    • Attach any relevant documentation requested. 

  • Both items are required before your credit would be posted. 

After receiving your email, the academic department will review student requests and work with the high school to authenticate documentation and confirm completion. When confirmed, they will notify both you and the Registrar’s Office by email. 

The Registrar’s Office will “match” the department’s confirmation with the approved CATC form and save both as part of your official record. The Registrar’s Office will post credits and bill the non-refundable $75 per credit fee in September (for Fall), February (for Winter/Spring), and June (for Summer). To propose credit for an Local Delaware High School Program of Study

An academic department works with the Registrar’s Office to prepare an articulation agreement using a template approved by the Registrar’s Office (currently under construction). These agreements do not route through the Faculty Senate. They serve to:

  • Collect information about the program

  • Demonstrate and assess the academic value

  • Confirm the UD course(s) and credit(s) to be earned, along with eligibility requirements

  • Designate a contact person at the high school who will confirm which students have completed the Pathway (in full, or individual courses)

  • Review how the department will collect and authenticate this documentation

  • Designate a contact person in the department who will work directly with interested students

The Registrar’s Office will review drafted agreements, address questions/concerns, confirm when approved for signature, store the final approved documentation, and contact departments about renewal before the expiration year. The Registrar’s Office will also build the approved CPL credits in UDSIS and publish relevant information to include the credits earned for each program (overall or course specific), eligibility requirements (minimum grade), what students need to do, whom to contact in the department, and when credits would post to a student record. 

How students request credit & what departments do to approve it

To request credit, matriculated students do the two steps outlined in the Student section above (quick summary below). Students must initiate the request in writing. They do this at any time after the first day of their first UD semester. 

  • Form: Submit a College Approval to Transfer Credit (CATC form - available Fall 2027) which routes through their Asst. Dean for approval before arriving at the Registrar’s Office. 

  • Email: Send an official request from their udel.edu account to the department contact for the specific State of Delaware Pathway. 

As Asst. Dean would not deny a CATC form. The forms are used to keep advisors informed, confirm a student’s understanding of eligibility and fees, and provide details needed for Registrar processing. 

The academic department works with the high school contact to verify completion, following the process outlined in the agreement. Departments may also access and review official high school transcripts in Slate to confirm grades earned. Verification is the responsibility of the academic department. 

Once confirmed, the department contact emails each individual matriculated student from their udel.edu account to notify them of verification, copying the Registrar’s Office (registrar-cpl@udel.edu) on the full email thread, including attachments provided by the department, unit, and/or student. The email should include the following: 

  • Forwarded copy of the student’s original request

  • Student name, UDID, and term matriculated to UD

  • Title of the Pathway (full or individual courses) and date of completion

  • Course(s) and credit(s) to be earned, per the approved agreement

Final steps

The Registrar’s Office will:

  • “Match” the department’s confirmation with the approved CATC form and save both as part of the student's official record. 

  • Post credits and bill the non-refundable $75 per credit fee in September (for Fall), February (for Winter/Spring), and June (for Summer).

The academic department serves as the primary contact for their CPL opportunities.
