Updates and new training for civil rights and Title IX
February 20, 2026
Name changed to Office of Civil Rights and Title IX Compliance
The University of Delaware has announced an update to its civil rights and Title IX office and new training requirements for employees and students.
The Office of Equity and Inclusion will become the Office of Civil Rights and Title IX Compliance (OCRC) to better reflect the scope, purpose, and expertise of its work. The office will continue to be responsible for compliance under Title VI, Title VII, Title IX, and the University's Nondiscrimination Policy. Updates to the University website will be made to reflect this change.
The office is led by Kate Buchkoski, Director of Civil Rights and Title IX Compliance, and Konrad Jarzyna, Deputy Director and Title VI Coordinator.
Also, new statewide sexual assault training requirements took effect on June 30, 2025.
• For employees: Under the new requirements, any person affiliated with UD who meets the definition of a “Responsible Employee” under the law must complete training within three months of being hired, with refresher training required at least every two years. Responsible Employees include faculty, teachers, or professors; employees who regularly interact with students in a teaching, mentoring, advisory, or supervisory capacity; appointed trustees or directors; and student employees whose duties include teaching, mentoring, advising, or supervising other students (including resident advisors, hall directors, and teaching assistants).
• For students: All newly enrolled full-time students will complete training focused on sexual assault prevention, awareness, and reporting. Each year, OCRC will also identify specific student populations to receive additional tailored training.
Information about training will be shared soon.
