Behind the scenes: UD’s EOC supports inauguration celebration

UD Emergency Operations Center activated to bolster campus safety during inauguration events
On April 17, as the UD community celebrated the inauguration of President Laura Carlson, a network of campus partners worked behind the scenes to support a safe, seamless and memorable event. At the center of this effort was UD’s Emergency Operations Center (EOC), which was activated to provide coordinated situational awareness and real-time support throughout the celebration.
From early planning, through the inauguration itself, UDPD, Environmental Health and Safety, Facilities, Parking Services, UD Emergency Management, the New Castle County Office of Emergency Management, and others partnered closely to support the event. Together, EOC participants monitored weather conditions, transportation flow, and other logistical needs while maintaining constant communication with staff members across campus.
The EOC serves as a centralized hub where experts from each department share information, address emerging needs, and coordinate through issues and challenges. This collaborative approach allows the university to adapt smoothly to changing conditions while also making sure our community-wide events go off without a hitch.
“The success of an event of this size really depends on preparation and coordination,” said Josh Kelly, UD's Director of Emergency Management. “Dr. Carlson’s Inauguration provided an opportunity to celebrate a historic moment for the university, while also allowing us to strengthen the partnerships behind the scenes that we rely on day to day to ensure a safe and secure campus.”
