About the Corporate
The Corporate Collaborative at UD provides research and policy analysis to better understand Delaware's corporate franchise. The Collaborative is housed within the University of Delaware's Institute for Public Administration (IPA) and coordinated in partnership with the Weinberg Center for Corporate Governance and the Delaware Department of State.
We aim to support informed policy discussions and strategic planning for Delaware's corporate and legal services communities, state government officials, and business stakeholders interested in the competitiveness of Delaware's corporate business environment.
What is the Delaware Corporate Franchise?
The Delaware corporate franchise refers to Delaware's business of being the legal home (state of incorporation) for corporations and other business entities. The term 'franchise' refers to Delaware's comprehensive corporate law system—the statutes, courts, and legal infrastructure that companies opt into when they choose Delaware as their state of incorporation.
Why it matters economically:
Over 1.5 million business entities are incorporated in Delaware (more than the state's population).
Approximately 68% of Fortune 500 companies are incorporated in Delaware.
The Corporate Franchise is a vital part of Delaware's economy, generating state revenue and activity for the legal services industry that supports these businesses.

Meet our Team
Troy Mix is Acting Director of the University of Delaware's Institute for Public Administration (IPA). Hailing from small farming and mill communities across the northeast, Troy is passionate about helping communities chart successful paths through economic transition, decline, and renaissance. He leads IPA’s Regional Development Team, which works with communities, individuals, and organizations seeking to shape the future of the places they care about. Troy is recognized as a member of the American Institute of Certified Planners, and his work focuses on delivering data-informed research and analysis, strategic planning, and training services to support the economic and organizational development efforts of governments, business groups, and community stakeholders across Delaware and the mid-Atlantic region.
Lindsay is an Associate Policy Scientist working primarily on IPA's Corporate Governance research. Before joining IPA, Lindsay worked at the Behavioral Insights Team to advise governments and nonprofits on how to design and measure behavior change. She also worked for Princeton University’s Behavioral Science for Policy Lab on research around sustainability, energy policy, and social norms. Prior to her career transition into behavioral science, Lindsay worked for several years in the environmental nonprofit sector where she assisted local communities and governments in addressing water pollution, flooding, and conservation issues.
Lindsay holds a B.S. in Brain and Cognitive Science from the University of Rochester and a Master's in Behavioral and Decision Science from the University of Pennsylvania.
Larry is the Presiding Director of the John L. Weinberg Center for Corporate Governance at the University of Delaware. A graduate of the University of Delaware’s Lerner College of Business and Economics, Cunningham served for a decade as a member of the Lerner College Dean’s NYC Advisory Council and has participated in many UD and Weinberg Center events over the years, including delivering the 2024 Weinberg Distinguished Lecture and the 2014 Chaplin Tyler Executive Leadership Lecture.
A Delaware native, Cunningham is a leading expert on corporate governance who has held diverse roles as a university professor, program director and dean, author and commentator, public company board member, and corporate lawyer. He held tenured appointments on the faculties of Yeshiva University, Boston College, and George Washington University. In 2022, he was elected as the Henry St. George Tucker III Research Professor of Law Emeritus at George Washington University Law School.
Cunningham has published more than 20 books, 50 scholarly research articles and hundreds of columns. Books include the international best seller, The Essays of Warren Buffett: Lessons for Corporate America, and notable titles such as Contracts in the Real World and Quality Investing. His writings on corporate governance have appeared in all the leading academic and professional outlets, including the blogs of Columbia, Duke, Harvard, Oxford and Yale Universities, as well as Corporate Board, Corporate Governance Advisor, Corporate Secretary, Directors & Boards and the NACD’s Directorship. Journalists call upon Cunningham often and he has testified before Congress on topics related to corporate governance every year for the past three years.
Haley Burns is an Associate Policy Scientist at IPA; her work and research focus largely on P–12 education and education equity. Haley earned her B.A. in English and public policy and Master of Public Administration from the University of Delaware.
