Biography

Mesut Karakoç is a Senior Fellow at the University of Delaware’s Institute for Public Administration and an Assistant Professor in the Department of Political Science and Public Administration at Adana Alparslan Türkeş Science and Technology University. He is particularly interested in how technology shapes public management and how state and local governments respond to emerging cybersecurity challenges. Dr. Karakoç is also a co-investigator of the Belmont Forum and TUBITAK funded PHOENIX: Human Mobility, Global Challenges and Resilience in an Age of Social Stress Project (2023–2026).
