UD Leaders Honored at Delmarva GIS Conference

On May 14, 2026, Andrew R. Homsey, geospatial services manager at UD’s Water Resources Center (DWRC), housed within the Institute for Public Administration (IPA), was awarded the Delmarva Geographic Community Service Award. This prestigious award is presented to an individual or group that has demonstrated outstanding service to the Delmarva GIS Community. Andrew received this honor at the annual Delmarva GIS Conference, held in Dewey Beach, Delaware, from May 13 to 14. For the past 20 years, Andrew has worked at UDWRC, supporting its mission to provide watershed technical, policy and research support to state and local governments in Delaware and the surrounding region. Andrew’s work has spanned project areas such as water quality, stormwater mapping and modeling and watershed management, in which he has collaborated with fellow water professionals across UD, government, nonprofit and watershed organizations. He also teaches graduate Geospatial Research Methods at UD, supervises student research at DWRC, and provides geospatial expertise to both undergraduate and graduate students.
Tracy DeLiberty, interim dean for the College of Earth, Ocean and Environment, was also honored with the Delmarva Geographic Community Service Award. The prestigious award is presented to an individual or group that has demonstrated outstanding service to the Delmarva GIS Community. DeLiberty was honored for being instrumental in expanding Geographic Information Systems (GIS) education at UD and strengthening engagement across the Delmarva GIS community. She also established and helped promote the Department of Geography and Spatial Sciences’ GIS Certificate Program, creating a lasting pathway for students to develop practical skills in digital spatial data and GIS.
This conference brings together geospatial technology professionals from Delaware, Maryland and Virginia to share spatial data innovations, mapping tools and community-driven strategies.
