Just days after the devastating earthquake destroyed Port-au-Prince, Haiti, Israeli rescue workers, nurses, and doctors arrived ready to help out in any way they could.

Israel proved to be one of the most proactive countries in the Haiti relief efforts and the effort was led by Biran, who arrived in Haiti on Jan. 14, just two days after the earthquake hit. Immediately, he led a team to lay groundwork for a hospital that would later save many lives.

Within eight hours the hospital was running and serving hundreds of patients. The Israeli team is said to have treated more than 1,110 patients, performed 319 successful surgeries, and delivered 16 babies.

Biran's strength in administration issues led him to the prestigious position as one of Israel's top delegates to participate in Israel's special operations and missions. He was the head of the rescue team after the terrorist attack at the Embassy of Israel in Buenos Aires, key administrator for the function of the field hospital the Israel Defense Forces set up to assist the refugees during the war in Kosovo, and was the government representative to assist the Jewish community in Caracas, Venezuela, following President Chavez's decision to cut relations with Israel.
