On Friday, May 15, 2026, the Delaware Center for Civics Education (DCCE) hosted the first Biden School Model Congress for Delaware High School students at Legislative Hall in Dover. Participating students drafted their own bills, which they later deliberated in mock Senate and House of Representatives chambers. Student-developed proposals tackled a range of policy issues, from establishing Congressional term limits and legalizing cannabis federally to protecting access to hormone replacement therapy. The bills also addressed emerging technology by advocating for restrictions on the copyrighting of AI-generated material. Six students from Caesar Rodney, Milford, and Polytech high schools received gavels for outstanding performances during the simulation. This event encouraged students to explore careers in public service, and the response was overwhelmingly positive. DCCE is part of the Institute for Public Administration (IPA), a research and public service center in the Joseph R. Biden, Jr. School of Public Policy and Administration.
