Matheus holds a Bachelor's degree in International Relations and two Master's degrees: a Master of Science in Geography from the Federal University of Roraima and a Master of Science in Management from the University of Illinois Urbana-Champaign. His career has focused on the intersection of technology and humanitarian response, with field and coordination roles at the UNHCR, the Norwegian Refugee Council, and NeedsList. He has supported crisis and disaster-affected communities across Latin America, Africa, the Middle East, and Eastern Europe, and most recently worked at the Climate Policy Initiative (CPI) on evidence-based climate policy.
His research at the University of Delaware will explore how organizations coordinate during disasters, focusing on the flow of information, duplication of aid, and how to optimize coordination in crisis response. Matheus is especially interested in developing empirical frameworks to evaluate coordination effectiveness and improve decision-making systems in emergencies.
