Spill Prevention, Containment, and Countermeasure (SPCC)

In order to protect streams, rivers, and lakes from spilled oil, the University has developed a Spill Prevention, Containment, and Countermeasure (SPCC) program for each of its campuses. These programs are in compliance with the federal Clean Water Act. EHS develops and updates the SPCC plan for each campus and the operating departments are responsible for regular inspection and maintenance of the spill prevention measures for its identified equipment.

Any vessel that has the capacity to store at least 55 gallons of oil must be included in the SPCC. Equipment that stores oil includes:

  • Tanks
  • Containers
  • Drums
  • Transformers
  • Oil-filled electrical equipment (e.g., hydraulic systems, lubricating systems, machining cooling systems, circuit breakers)
  • Mobile or portable totes
