The award is named after Earl P. McFee, research and quality control director of Gorton’s Corporation, who is best known for fostering higher quality and sanitation standards throughout the seafood industry.

Hicks joined University of Delaware’s Sea Grant College Program, which is housed in the College of Earth, Ocean, and Environment, in 1981.

A leader in seafood education, she regularly instructs consumers about seafood nutrition and handling, and recently co-authored a brochure on seafood nutrition entitled Seafood is Good for You

She provides regular training programs on food safety and sanitation control for food educators, seafood processors and food safety investigators, regionally, nationally and internationally. Hicks was honored with the 2012 Mid-Atlantic Sea Grant Marine Extension Outstanding Achievement Award for her leadership in developing the 2011 national conference on communicating seafood safety entitled "Framing the Message About Seafood," organized by Delaware Sea Grant and sea grant programs at Cornell University, Oregon State University, the University of California, the University of Florida and the University of Rhode Island.

Hicks’ other career accomplishments involve providing leadership for projects including Enhancing Seafood Safety and Quality, with Delaware State University and the Agricultural Research Service; USDA Nationwide Retail Seafood Quality and Safety Improvement Program, with Texas Sea Grant; and Control Strategies for Listeria Monocytogenes in Food Processing Environments.

Most recently, Hicks participated in the World Bank Global Food Safety Partnership Program-APEC funded aquaculture training in Vietnam. During the program, she provided sustainability training on food safety and related disease management problems threatening aquaculture development and a Seafood HACCP train-the-trainer session for representatives from 10 other countries.

Hicks earned a master's degree in food science and human nutrition from the University of Delaware, and a bachelor's degree in food science from Rutgers University.

She is a recipient of the Mid-Atlantic Sea Grant Network Achievement Award for Controlling Listeria in Ready-to-Eat Seafood Processing Plants (2004).
