Context of the Job:
The principal/core job functions include managing the daily financial, human resources and administrative operations of a unit requiring the exercise of independent judgment and discretion as well as the utilization of advanced technical and administrative skills. The job duties listed below are an illustrative list associated with each position. - Manages the daily operations of a small academic department within a college or an administrative unit, primarily in the areas of human resources and financial management.
- Represents the department on business affairs to the institution community.
- Develops and prepares budgets and financial reports for grants, general appropriations, endowments, and other funds.
- May manage/direct a host of student related activities and programs (i.e. course scheduling, accreditation process, student stipend/award processing)
- May provide input into non-technical portions of grant and contract proposals.
- Coordinates and participates in a variety of human resources activities including employment, labor relations, benefits, training, and classification for unit/department.
- Manages facilities and building related issues.
- Supervises a small staff of exempt and nonexempt employees.
- Typically responsible for a budget (including grants & contracts) of up to $2M.
- Bachelor's degree in business, accounting or a related field and 1-2 years of experience in administrative/supervisory capacity or an equivalent combination of education and experience.
- In addition to the job duties associated with the business administrator I, incumbents assume budgetary responsibility at a higher degree of scope/complexity; more complex administrative work due to larger student, staff and/or faculty population; increased accountability for managing funds/budgets, purchasing.
- Manages the daily operations of a large organizational unit or academic department within college, primarily in the areas of human resources, financial, purchasing, and support services management.
- Formulates policies and guidelines for unit/department activities.
- Develops, manages, and controls budgets and a variety of financial data.
- Establishes financial and operational systems to monitor, control, and verify expenditures and carry out financial analyses.
- Plans for physical plant rehabilitation and renovation. Oversees the preparation and management of grant and contract proposals involving a variety of funding sources and agencies.

- May have responsibility to develop marketing plans or oversee marketing of student programs (creating brochures and student information), and recruitment activities.

- Responsible for a large college operation reporting to a dean.
- Directs the daily operation of a large college's business affairs or multiple institution organizational units' business affairs. Directs all facets and phases of financial and administrative management. Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds. Negotiates and directs collaborative agreements with other research institutions and research laboratories, collaborative agreements with community enterprises and representatives, and contracts for facility usage and employment services.
- Establishes procedures for recording, tracking, dispersing, and reporting payrolls which includes fellowships, stipends, casual, bi-weekly and monthly checks. Identifies short and long-term goals and oversees the allocation of resource to meet priorities.
- Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
- Develops, plans, and directs special projects which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services. Directs the rehabilitation, renovation, and management of grounds and facilities.
