Discussions:

The October minutes were passed out, approved by Yvonne Nass, and seconded by Howard Isenberg.

DFC Grant: One of USA’s objectives for the DFC grant was to raise awareness by providing information to over 5000 kids annually;in the past year, we provided information to 4800 students.  We also provided information to over 3000 parents plus over 50 professionals—our objective for parents was to have 1000 contacts.  We are, therefore, meeting our objectives.

SPF-SIG:  Roberta had a meeting with DSAMH about USA’s eligibility to apply for this grant.  Unfortunately, USA is not eligible because of Roberta's position relating to the evaluation of the grant.  There is still a possibility that USA could apply for the Substance Abuse Prevention and Treatment Block Grant funds, but our eligibility still needs to be determined by DSAMH.  RFP's for both grants are still being processed by the Department of Health and Social Services, and have not yet been made public; nor has a timeline been made public.  All contacts on the DSAMH and the DSCYF email lists will receive this information.

Wellness Centers:Wellness Centers in Delaware high schools will now be required to do third party billing, which will have several immediate consequences:  first, it will mean that services will no longer be confidential, since parents will see billing statements; second, only billable services will be allowed, so there may be some services which will disappear from the Wellness Center repertoire.

Seaford HS Red Ribbon:  Mary will be working at the Seaford High School Red Ribbon Week event on November 19th.  She will have the kids sign hand print pledges to stay drug free.  The school plans to plaster them all over the school building.

SDFS:  Only eight people showed up at the meeting.  They are looking for contact information.  They want power points.  Roberta has a new analysis for marijuana use and DSTP scores.

CADCA Training:CADCA now has a social media training that tells how to make it consistent for prevention.  Oregon has a regional prevention office.  We need to choose a date in late November or early December to review the CADCA series.  We can ask CADCA for technical assistance.

Teen Pregnancy:  Roberta presented a PowerPoint for the Teen Pregnancy Prevention  Advocacy Board, concerning rates of sexual risk behaviors and their consequences in Delaware youth, based on the Youth Risk Behavior Survey.

Substance Use:  Substance abuse is more common among white students, while violence may be more common among minority students.  Both are higher among the identified “high risk” populations—LGBQT students and disabled students have been identified through analyses of Delaware data.

Town Hall Meetings:USA needs to find out if we will be providing a workshop for those interested in providing Town Hall Meetings on Underage Drinking again this year.  Lorie said we should get students involved.  We could have student panels for a parents-ONLY audience.

USA Facebook:  We could put links to give parents important information.
