Newark Police arrest man after dispute over vehicle leads to shots fired

8:08 p.m., April 12, 2016--Newark Police responded to the unit block of North Street in Newark at approximately 12:07 a.m., Monday, April 11, after multiple reports of shots fired.

Police officers responding to the area located a man shirtless and bleeding on North College Avenue. The man, who was not bleeding from a gunshot wound, was identified as William L. Hannah, 23, of New Castle. 

Detectives and the Evidence Detection Unit were called to the scene to investigate and learned that Hannah had gone to a residence on North Street to confront an individual over a dispute about a vehicle sale. While at the residence, he became involved in a physical altercation with that person, who was identified as Cesar B. Carela, 22. 

According to police, the altercation spilled out of the residence, Hannah retrieved a handgun and fired four shots at the building. No one in the area was injured by the gunfire.  Hannah then fled on foot until he was stopped by responding police officers.  The handgun has not been located. 

A search warrant was executed on Carela’s residence in reference to the investigation, and during the search, detectives located a pound of marijuana. 

Hannah was charged with first degree burglary, possession of a firearm during the commission of a felony, possession of a firearm while under the influence, five counts of first degree reckless endangerment, and two counts of aggravated menacing. He was committed to the Howard R. Young Correctional Institute in lieu of $39,250 secured bail.

Carela was charged with possession of a controlled substance in a tier 1 quantity and released on $3,000 unsecured bond.
