The federal government requires that states conduct some level of disaster planning in order to qualify for "non-emergency" federal disaster assistance. Hazus software directly supports federally mandated planning as well as disaster response and mitigation efforts.

The workshop, “Basic Hazus-MH,” satisfies a requirement for FEMA's Hazus professional and practitioner certification. There is currently only one certified Hazus practitioner in Delaware.

Among the attendees were representatives from UD and state and local agencies, including Baltimore County (Maryland), UD’s Center for Applied Demography and Survey Research (CADSR), city of Dover, city of Wilmington, Delaware Department of Transportation (DelDOT), Delaware Department of Natural Resources and Environmental Control (DNREC), Delaware Emergency Management Agency (DEMA), Maryland Department of the Environment, UD’s Disaster Research Center (DRC), and Sussex County.

UD was one of three sites participating in the workshop, which encouraged regional coordination. The others were George Mason University in Fairfax, Va., and the Lancaster County (Pa.) Public Safety Training Center

While a FEMA staff member was present on-site to manage the workshop, FEMA staff led the sessions from a remote location.
