Series to explore contemporary issues in public policy, administration
3:11 p.m., Feb. 15, 2013--Respected public policy leaders will be featured in a lecture series, scheduled on Tuesdays this spring on the campus.
The public lecture series is being presented in connection with a School of Public Policy and Administration one-credit course on "Contemporary Issues in Public Policy and Administration," taught by Edward J. Freel, policy scientist in the Institute for Public Administration. Lectures will be held from 5-6:45 p.m. in Room 205 of the Kirkbride Lecture Hall.

Opening the series Feb. 19 will be U.S. Rep. John Carney, who will discuss recent developments on the budget and the agenda for the new Congress. A former Delaware secretary of finance and lieutenant governor, he is a graduate of UD's Master of Public Administration Program and was in the second class of Legislative Fellows.
On Feb. 26, Thomas McGonigle, currently regional partner in charge of the law firm Drinker Biddle’s Wilmington Office, will speak. He recently stepped down as Gov. Jack Markell’s chief of staff, serving in that position throughout the governor's first term. McGonigle previously was chief legal counsel to Gov. Tom Carper. He is a graduate of the Dickinson School of Law.
Robert Laskowski, president and CEO of Christiana Health Care since 2003, will speak March 5, discussing preparations now under way in the private sector in anticipation of the state of Delaware’s plans to implement the Affordable Care Act. In addition to his medical degree from the Penn School of Medicine, Laskowski also has an MBA from Penn's Wharton School.
On March 12, Bettina Riveros, chair of the Delaware Healthcare Commission and adviser to the governor on health policy reform, will discuss preparations under way by the state in anticipation of its implementation of the Affordable Care Act. Riveros is a graduate of the Villanova School of Law and served in the office of Gov. Tom Carper.
Elaine Kamarck, a senior adviser to President Bill Clinton, will speak on March 19. Currently a lecturer in public policy at the Harvard Kennedy School of Government, she is on leave at the Brookings Institute. Among other duties, Kamarck headed up Clinton’s National Performance Review initiative, known as re-inventing government, and she authored the book The End of Government as We Know It . . . Policy Implementations in the 21st Century. She received her Ph.D. in political science from the University of California at Berkeley.
On April 2, Tom Toch, currently director of the Carnegie Foundation for the Advancement of Teaching, will discuss the past, present and future of charter schools. Toch was a co-founder and co-director of Education Sector, a guest scholar at the Brookings Institution and lecturer at the Harvard School of Education. The author of two books, In the Name of Excellence and High Schools on a Human Scale, he has a master’s degree in English from the University of Toronto.
Concluding the series on April 16 will be Andrew Rich, currently executive secretary of the Truman Scholarship Foundation. He formerly served as president and CEO of the Roosevelt Institute through a period of dramatic growth in its campus network initiative. Rich, who received his Ph.D. in political science from Yale, will discuss student civic engagement. He is the author of Think Tanks, Public Policy and the Politics of Expertise.
