Sen. Carper speaks about core values, healthcare economics
5:02 p.m., May 3, 2012--As the closing speaker of the School of Public Policy and Administration’s annual lecture series, Delaware’s senior senator, Thomas Carper, discussed the core values that have defined his life and political career.
Speaking to a packed audience in the Roselle Center for the Arts on Tuesday night, May 1, he spoke about his childhood in West Virginia, subsequent years in the Navy and time as a graduate business student at UD.

“If you put that all together,” he said -- referring to his church service, belief in the “Golden Rule,” resolve to “do best and know you can always do more” and tenacity -- “you will see what has become my core values.”
Carper then spoke about healthcare reform, addressing the issue by examining the question of “How do we harness market forces to drive good public policy outcomes?”
In addition to the importance of quality primary care, Carper discussed the economic benefits of large insurance purchasing pools, such as the Federal Employee Health Benefit Plan, in which 8 million people participate.
The lecture was sponsored by the School of Public Policy and Administration. It was the final lecture in a semester-long series that has included talks from Delaware Gov. Jack Markell and the First State's junior senator, Chris Coons, among others.
