UD Research Office alerts research community to coming federal changes
11:36 a.m., Jan. 9, 2012--The UD Research Office is alerting the research community of several changes to federal regulations affecting extramural research grants in the new year. Additional information and any updates regarding these changes will be posted to the UD Research Office Notices and Announcements website.
National Institutes of Health (NIH). The salary cap on NIH extramural grants is being reduced by $20,000 from Executive Level I ($199,700 in 2011) to Executive Level II ($179,700). For more information, visit this website.
A strong partnership
National Science Foundation (NSF). NSF has posted 18 new documents that address various changes in grant and contract agreements. The regulations that affect most of the grant awards made to the University of Delaware are the General Terms and Conditions. You will find significant changes to the Grant General Conditions at this website. All regulation changes will go into effect Feb. 1 and will apply to existing awards through modifications and new awards when they are issued. The changes to terms and conditions for funding include new requirements related to costs for travel and to expenditure reports. NSF funding awards to international organizations also are included in the new requirements. All of the posted documents may be found at this website.
Office of Management and Budget (OMB). OMB has issued a memorandum to the heads of executive departments and agencies directing federal agencies to accelerate the spending of remaining Recovery Act funds in discretionary grant programs (including formula grant programs that received discretionary funding in the Recovery Act), consistent with existing laws and regulations and programmatic objectives. If funds have not been spent by Sept. 30, 2013, agencies shall reclaim them to the extent permitted by law. View a PDF of the memorandum.
To date, two federal agencies have responded to this memorandum with directives regarding the accelerated expenditure of ARRA funds.
