According to Vaughan, GEM provides a unique and powerful connection and partnership among a national network of corporations, universities, research centers, and government laboratories to promote the participation of underrepresented groups in post-graduate science and engineering education and the technical workforce.

Vaughan joined the University of Delaware in 1992. He was previously assistant to the dean of engineering and an adjunct assistant professor of electrical engineering at North Carolina A&T State University. He also has prior experience as a senior-level electronics engineer at the Naval Underseas Warfare Center in Newport, R.I.

Vaughan received his B.S. and M.S. degrees in electrical engineering from North Carolina A&T State University. During his graduate work, he was a Micro-Electronics Center of North Carolina (MCNC) Fellow. He is currently pursuing a Ph.D. at the University of Delaware.

In addition to his work with the GEM Consortium, Vaughan serves on several other external organizational boards and committees, including the board of the Junior Engineering Technical Society (JETS), a leading non-profit educational organization dedicated to promoting engineering and technology careers to America's youth; the President's Advisory Committee of the Girl Scouts of the Chesapeake Bay Council; and the board of the Forum to Advance Minorities in Engineering (FAME).
