3:34 p.m., Jan. 27, 2010----Newark Police have arrested one man and are seeking another in connection with a purse snatching incident on Tuesday, Jan. 26, that turned into a confrontation between police and a suspect.
Around 4:30 p.m., Jan. 26, a 27-year-old woman was on the sidewalk in front of Pep Boys in the College Square Shopping Center on Library Avenue, Newark, when a man approached her from behind and attempted to steal her purse. She resisted and a struggle ensued. She lost control of the purse and fell to the ground. The man ran to a pickup truck a short distance away, got into the passenger side, and the truck drove off. A witness was able to provide a description of the truck and the registration number.
Around 5:05 p.m., the pickup was located in the parking lot of the Boston Market at 1050 South College Ave., Newark. The driver, identified by police as Richard Lowery, went into the Boston Market, and the other man, identified as Dewayne Lowery, remained in the truck and moved to the driver's seat. Upon seeing police entering the parking lot, he attempted to drive out of the lot behind the building, where a Newark Police officer was walking. The officer signaled for the vehicle to stop and attempted to move from the vehicle's path, but the truck veered toward the officer who was directly against a curb and a flowerbed. Fearing for his safety, the officer fired one shot from his handgun toward the driver. The officer fell into the flowerbed, and the truck narrowly missed him and continued driving out of the parking lot and traveled west on Welsh Tract Road.
After being pursued into Maryland, the truck was found near Providence Road, where it had struck a tree near Little Elk Creek Road. The crash caused significant damage to the front end of the truck. A nearby resident saw the driver leave the truck and run north on Little Elk Creek Road. Investigators have learned that the pickup truck had been reported stolen from a residence in Cecil County, Md.
Arrested at Boston Market was Richard Lowery, 28, of Perryville, Md. UD Police assisted with his apprehension. He has been charged with second degree robbery and second degree conspiracy and is being held on $7,000 bond.
Police are looking for his brother, Dewayne Lowery, 36, also of Perryville. A warrant is on file charging Dewayne Lowery with second degree robbery and second degree conspiracy. Additional charges are pending for actions against the police officer. He is known to frequent North East, Md.
Anyone with information about the whereabouts of Dewayne Lowery should contact the Newark Police at (302) 366-7111. Information also can be reported anonymously to Crime Stoppers at 1-800-TIP-3333.
In accordance with departmental policy, the officer is on administrative leave pending the outcome of the investigation.
