
1. ALCOHOL, NICOTINE, AND NON-THERAPEUTIC DRUG USE BY ATHLETES IN TRAINING POLICY AGB Revised 12/96
WHEREAS, self-discipline is the foremost educational benefit derived by the student athlete from his or her educational athletics competition; and
WHEREAS, there is no research evidence that alcohol, nicotine or non- therapeutic drugs improve athletics performance and indeed may lead to future abuses; and
WHEREAS, student-athletes in the best possible health and physical condition are a primary concern of University of Delaware coaches and the AGB; and
WHEREAS, the period required for abstinence from nicotine, alcohol and non-therapeutic drugs is a reasonable time for student-athletes to learn and practice self-discipline.
THEREFORE LET IT BE RESOLVED that student athletes are expected to abide by local, state, and federal law, and University policy with regard to the possession and consumption of alcohol;
And while traveling and/or participating in team sponsored activities, student athletes and all other students traveling under University sponsorship will be prohibited from consuming alcoholic beverages;
And student athletes are expected to abide by NCAA regulations regarding the use of non-therapeutic drugs or the use of nicotine in any form, while a member of an athletics team sponsored by the AGB.
BE IT FURTHER RESOLVED that each Delaware coach is responsible for informing his/her squads prior to the start of the season of their responsibility to adhere to AGB regulations and any violation shall result in suspension from the squad.
BE IT FURTHER RESOLVED that, if a student-athlete is found to be in violation of the Athletics Program alcohol policy, he/she will be suspended for two weeks, during which time they must make an appointment with a substance abuse counselor. Every effort should be made to schedule the appointment to occur within the two week suspension period. However, if the substance abuse counselor is not able to accommodate this, then the student-athlete can return to the team as long as he/she has scheduled the appointment with the substance abuse counselor by the end of the two week suspension.
The Associate Director of Athletics, Internal Affairs & SWA, is responsible for monitoring the suspension and the appointment between the substance abuse counselor and the student-athlete.
Should the student-athlete fail to keep the appointment with the counselor, the suspension will be reinstated until an appointment has been made and kept.
If the student-athlete is going through the judicial system, he/she must follow the judicial system penalties. However, if part of the judicial system penalty is an educational piece and not a referral to a substance abuse counselor, the student-athlete will be referred to the substance abuse counselor by the Athletics Program. BE IT FURTHER RESOLVED that a coach involved in any way with a student's use of nicotine, alcohol or non-therapeutic drugs is subject to AGB action.
2. DRUG EDUCATION PROGRAM
AGB 12/00
The drug education program for student-athletes was incorporated into the Life Skills Program, effective with the 2000-2001 academic year.
Freshmen and first-time participants must attend two workshops; psychological effects of drugs and alcohol and potential social consequences associated with substance abuse.
This program is administered by the Assistant Director of Student Services for Athletes.
3. DRUG TESTING
a. AGB 4/02 As excerpted from the "University of Delaware, Intercollegiate Athletics Program, Drug Testing Program","The unauthorized use of anabolic steroids, stimulants, diuretics, performance enhancing drugs, marijuana, cocaine, amphetamines, nicotine, alcohol, and any other substance proscribed by federal, or state law, by any member of an intercollegiate athletics team at the University of Delaware is expressly prohibited, regardless of whether such use or abuse occurs before, during or after the team's competitive season.
The University of Delaware's Division of Intercollegiate Athletics and Recreation Services has instituted a general program of drug testing by urinalysis for student-athletes engaged in intercollegiate athletics. The testing program will include random testing throughout the year and/or referral by a committee based on reasonable suspicion. "
b. Coaching staff members should become familiar with all aspects of this program, including protocol for testing, sanctions, appeals, etc. through the "University of Delaware Intercollegiate Athletics Program, Drug Testing Program" document, which is available in the Office of the Director or the Associate Director of Athletics, Internal Affairs & SWA.
c. AGB 4/98
For NCAA random or national championship drug testing, anyone who tests positive for a banned substance is precluded from both practice and participation for one calendar year.
NOTE: This is consistent with the sanctions for a second positive result in the UD drug testing program implemented in 2002-2003.
