- Kraft General Foods Foundation (1989-1992)
This $385,000 grant to the Delaware RE:Learning initiative expanded the scope of our work, including a $60,000 allocation for the research and evaluation project I oversaw. I coauthored the grant proposal with Joseph FitzPatrick, coordinator of Delaware RE: Learning.
- Southwestern Bell Foundation (1989-1991)
This $47,500 grant to Delaware RE: Learning funded conferences, publications and other outreach to local policymakers. I assisted the Education Advisor to Governor Castle with the draft of the proposal.
- National Principals Leadership Academy (1991-1992)
I helped Profs. Smoley and Archbald write the successful grant, one of five half-million dollar, competitively awarded federal grants for leadership academies. In the first Academy I was one of the core faculty.

- For the "School Change Study" sponsored
by the Coalition of Essential Schools, I
was one of three writers of successful grant
proposals to the Exxon Education Foundation,
the DeWitt Wallace/Reader's Digest Fund,
and the Pew Charitable Trusts. Total funding
from 1991 to 1997: $1.1 million dollars.
- $20,000 grant to evaluate the 1998 Summer Institute of Teach For America. Arthur G. Powell, Barbara Powell and I spent twelve days in Houston and New York City studying the intensive training of 655 Corps members. Report written, October 1998.
