Policies
Removing window screens, storm windows, or opening security
screens (except for emergency exit) is prohibited.
All University buildings, including residence hall rooms, apartments and public areas are smoke-free. Smoking is permitted at designated areas outside of the residence halls. These desginated areas must be at least 10 feet from any entrance or window of the building.
Playing athletic games such as floor hockey, Frisbee, football,
etc. or using athletic equipment (such as skateboards, bicycles, rollerblades
or spikes) inside a building is prohibited.
Each residence hall room and apartment is provided with local telephone service. Students residing in a UD residence hall or apartment must provide a landline handset in order to access this service. This requirement exists for the safety and convenience of residents since each room or apartment has a specific telephone number, whose location is automatically relayed to Public Safety when 911 is called.
It is also important to activate the voice mail capabilities of the telephone service. Many academic and administrative departments contact students on their room telephones. Students should check their voice mail often for important messages.

The destruction, damage, misuse, defacing or littering of
any University building, property or private property on the campus is prohibited.
Individuals responsible for vandalism will be referred into the Office of Student Conduct. Damage
Billing Fines may be assessed to individuals or communities in response
to vandalism.
- Residence Hall Regulations will be documented on an Incident Report (or
a Safety Inspection form at break closings). Violations will be referred
to Residence Hall Directors, Complex Coordinators or other Residence Life
professional staff for adjudication. In the event that both University Policy
violations (See Student
Guide to Policies) and Residence Hall Regulations are documented, students
will be referred to the Office of Student Conduct for resolution. Subsequent
violations may be referred to the Office of Student Conduct for resolution.
- When a Residence Hall Regulation violation is referred to the Hall Director
or Complex Coordinator or other Residence Life professional, a notice will
be sent to the student involved outlining the alleged violation(s). The
student will be instructed to schedule a meeting with the Residence Life
Staff member. At this meeting, they will review the incident and discuss
the alleged policy violation.
- During the meeting, the Residence Life staff member may determine that
more information is necessary. They may ask to schedule a meeting with the
incident reporter and the student, as well as others who witnessed the incident.
If the student wishes to have witnesses brought, he/she must notify the
Residence Life staff member of the witnesses' names in advance. The Residence
Life staff member will determine the appropriateness of witnesses in situations
where the student has requested the presence of a large number of people.
Witnesses may appear either individually or collectively at the Residence
Life staff member's discretion.
- The Residence Life staff member will make a determination regarding involvement
and assign sanctions as appropriate. The result of this meeting will be
documented and a copy will be given to the student(s).
- Violations discovered during Safety Inspections may be adjudicated via
written correspondence. This correspondence will state the violation, sanction
including the corrective action to be taken by the resident
The following sanctions may be issued as a result of being
responsible for a Residence Hall Regulation violation. Failure to abide by
and/or complete any sanction issued may result in a referral to the Office of Student Conductfor violating the Failure to Comply policy. (See
Student Guide to Policies):
- Residential Warning-An official written statement that an infraction has
taken place and that other violations of Residence Hall regulations, University
policies, and/or procedures may lead to more serious sanctions.
- Residential Probation-A more severe sanction than a Residential Warning
to include a definite period of observation and review during which students
are expected to uphold all University and Residence Hall Regulations, rules,
policies and procedures. Future violations will result in more severe sanctions
or a referral to the Office of Student Conduct.
- Deferred Termination of the Student Housing Agreement-A definite period
of observation and review. If a student is again found guilty of violating
a Residence Hall Regulation, University policy and/or procedure or an order
of the Office of Student Conduct or Administrative Hearing Officer during the period specified,
termination of the Student Housing Agreement will take place.
- Termination of the Student Housing Agreement-A Student Housing Agreement
can be terminated due to violations of the policies listed in the Student
Guide to Policies, Residence Hall Regulations or violating an order of the Office of Student Conduct or Administrative Hearing Officer. A student whose Housing
Agreement is terminated in this manner will be held responsible for the
full cost of the residence hall space for the remainder of the academic
year even if the space is reassigned.
In addition to the sanctions above, the following types of
sanctions my also be applied.
- Community Activity-Sanction designed to assist the student in
understanding their behavior as it relates to a community living situation.
Examples of Community Activities include, but are not limited
to papers, program attendance, program development, apology letters and
other informational activities.
- Housing Reassignment-Reassignment from a specific hall with eligibility
to live in another hall or complex. The student will be responsible for
the administrative cost of a room change as outlined in the Student Housing
Agreement under "Room Changes" section.
- Restitution of Loss, Damage or Service Costs-Assessment of charges in
an amount that reflects the costs of the damage, loss, or cost of service
incurred and recurrences.
- Removal of Item (s)-Students found to be in possession of prohibited
items will be asked to remove them from the residence halls. Failure to
do so could result in a judicial charge for "Failure
to Comply."
Actions taken under the above process do not preclude, replace
or supercede standard procedures for damage assessment or any action by the
University Conduct System, and/or civil authorities.
