The Spring, 2003 business meeting at Towson University was called to order by Deonna Woolard at 11:30 AM. She expressed thanks to David Schaefer for hosting the meeting. Deonna announced the winners of the "best paper" prizes:

David Schaefer gave the Treasurer's Report (please
see attached report).
David expressed concern that the section has had expenditures exceed income
for the past two years. There was discussion as to how to address this. Increasing
dues and/or meeting fees was suggested, but this was seen as discouraging attendance
at meetings. George Watson pointed out that dues are collected only at meetings,
and many members may not attend either of the two meetings in a year. He suggested
that we consider ways to collect dues from members even when they have missed
both meetings in a given year so that they could remain members in good standing.
Bill Warren said that mailing costs could be reduced by eliminating paper mailings
to those members for whom we have e-mail addresses. This policy will be implemented
for the next meeting.
There was also some discussion of how to increase meeting attendance while holding down costs. Dave Schaefer suggested that we might try a one-day meeting schedule. George Watson noted that other AAPT sections have various meeting formats that work for them and that we might try something different than our usual Friday afternoon-Saturday morning schedule.
The location of the Fall, 2003 meeting is yet to be determined. There was consensus that it be in central or southern Virginia if possible. The Executive Committee will try to solicit a volunteer to host the meeting.
Frank Haig announced that the Spring , 2004 meeting will be held in conjunction with the Washington Academy if Science in Arlington, Virginia on March 19-21. The Chesapeake Section sessions will be on March 20.
Bill Warren noted that David Wright was selected as a 2002 winner of the Outstanding Faculty Award by the State Council of Higher Education in Virginia. The Chesapeake Section congratulates David on this well-deserved recognition.
