Minutes October 13, 2010

Meeting called to order at 2:30pm

Chris Ulrich relayed information on the changes that will happen with Benefits.

  • Administrator for the health care FSA is changing from Ceridian to ASI Flex beginning January 1, 2011. Employees will get new cards. There is blackout date from January 1-15, 2011. Any charges incurred during these dates will be reimbursed after January 15. Receipts are required to process reimbursements.
  • Because of changes in Health Care Reform, prescription will be required for over-the-counter medications to be covered under FSA beginning January 2011.
  • Educational benefits – tuition exchange is now a webform, drawing will be in November.
  • Question was raised on the possibility of early retirement with state pension plan. Chris Ulrich indicated that it is unlikely with the current state of economy. John Gleasner inquired whether people retiring are required to use up vacation leave. Tom LaPenta stated that it is not illegal to do but normally people get paid-out. He will check if this is a university policy.

Constituent Concerns:

  • Constituent feels it’s unfair to interview someone for a job when a department already has somebody in mind for the position.  It wastes time and creates false hopes for the applicant. Tom LaPenta indicated that it is requirement to do a search for all positions. Departments generally prefer candidates with knowledge of UD systems. Miscellaneous wage employees are considered external candidates.
  • Constituent is having issues with Aetna referral and the capitation program and would like to know if this is something new. Chris Ulrich explained that capitation is not new and it is a program where health care providers are paid a certain fee regardless of the number of visit you make.
  • Susan Zarebicki stated that buses at the University Visitors Center are always full going back to the free lots. This seems to be an ongoing problem and people sometimes have to wait ½ hour to 45 minutes. Shearee Moore, Interim Manager for Transportation Services, has indicated Transportation has added additional bus service to this route.
  • During semester break for students, people are allowed to park at the gold lots but there is no bus service and there is a distance from the gold lots to the central campus.
  • James Elfers stated there are no buses from the North Campus in the early morning and one has to walk to get to the campus.

New Business:

  • Tom LaPenta said a new Director for HR will join UD in December.
  • There is a new Training and Development Manager- Ellen Lepine, who will be working with Kim DeShields, Michelle Jones and a training administrator for the Research Office. The new office is handling the United Way campaign.

Announcements:

Judy Allarey was introduced as Tom LaPenta’s new assistant.
