Minutes February 7, 2007

The meeting was called to order at 2:39 p.m.

The December 6, 2006 minutes were approved as written.
President-elect Patrick Harker will be unable to meet with SSAC prior to July 1. Ms. Williams will work on SSAC’s behalf to schedule a date as soon as it comports with his calendar.
Mr. Holland recommended addressing SSAC rep e-mail list recipients using the bcc: function to minimize the chance of the correspondence being blocked as spam.
Mr. Elfers asked why permanent part-time employees downstate cannot utilize the Cooperative Tuition Exchange Program at Delaware State and Delaware Tech. Dr. Colm replied that this benefit was reserved for full-time employees.
Mr. Elfers again inquired if another employee computer purchase plan would be offered. Dr. Colm replied that she had no knowledge of such a plan.
Ms. Clark inquired why UD does not handle vacation and sick leave at the time of retirement as it is handled for state employees. Dr. Colm replied that UD policies are not patterned after State policies.
Grievance Procedure Advisory Committee.
Mr. Elfers reported that the candidate search to fill the Grievance Board vacancy will continue since no candidates have been identified to date. Information on the grievance process will be sent out again, and a vote will be taken at the April meeting.
Ms. Hall presented the Transportation Committee Minutes from November 15, 2006.

Charlene opened the meeting by inviting everyone to introduce themselves. She then explained the purpose of the Transportation Committee. Committee members were invited to express any concerns or ideas they have concerning University transportation. Eleven buses operate full time during the school year and a second twenty-four passenger bus will be delivered shortly. Ms. Benson noted that a new full size bus will be added this year, as a replacement bus. She noted that buses do not operate during the summer. According to Ms. Benson, there is an additional “north/route” in place, as well as a Sunday bus to the Wilmington train station. Jennifer Nemer, DUSC representative said that she was not aware of this Sunday service and suggested that it be advertised more broadly. Charlene noted that the Sunday schedule can be found at www.udel.edu/SuppSrvc/bus/UDbus.html as well as on the small bus schedule and the large laminated schedule. There is a $5.00 charge for the bus and it is used frequently for the Sunday after Thanksgiving and the last day of Spring Break, otherwise, the rider ship is very small. The small bus schedules and a few of the large bus schedules will be made available to some of the complexes next year.
Charlene Benson noted that her unit is experimenting with using an extra bus for inclement weather. The bus will be offered only as an Express bus. She also mentioned that there needs to be transportation service for intramurals that are held on the south side of campus, both in the fall and in the spring. At the moment, Public Safety is handling these riders. Jennifer Nemer, DUSC representative, stated that based on her observations, some of the students are using Public Safety as a taxi service.
Charlene Benson announced that Mechanical Engineering is working on a twenty-four passenger Fuel Cell bus that should be ready for use in February on a limited basis. It will be used on one of the smaller routes.
Jennifer Nemer asked if there could be less stops for the late night bus. She said it takes a lot of time to get to Main Street or Perkins and at many of the stops there is no one getting off or on. She suggested that Public Safety work with Transportation when there are so few students riding. Jim Grimes asked Jennifer to tell her constituency that Public Safety is to be used for security escort service not as a taxi service. Charlene asked Jennifer where she thought the "hot stops" would be in addition to Perkins and Main Street. Jennifer stated that South Chapel (University Courtyard, etc.) was an important stop. Charlene reminded Jennifer that Main Street can be a problem due to a lot of traffic on Friday and Saturday nights. She said she would look into the request. Jennifer said that she felt the bus system was much improved from last year.
Debbie Hall (SSAC representative) read an anonymous memo from one of her constituents regarding a problem with unavailable service in her area (Townsend Hall). Tom D'Alessandro, Manager, Transportation Services stated that drivers are not allowed to take smoke breaks or talk on cell phones. They have been advised of this and he will caution them about this problem. Shearee Moore, Supervisor, Transportation Services, explained that many problems occur, traffic, weather, train, etc. that may or may not affect the ability of the buses to arrive on time or arrive simultaneously with another bus.
Jennifer Nemer, asked if there are Express buses at 3:30 p.m. that go to south campus. There always appears to be a number of students that go there. Charlene stated that we have extended the Express bus to that area. She said that she would continue to check the count sheets to check on rider ship in the various areas.
With no further business to discuss the meeting was adjourned at 3:50 p.m.
Mr. Holland noted that the Performance Appraisal program is well underway with all appraisals due in the Office of Human Resources by April 27.
The Excellence in Service Award deadline for nominee submissions is March 31. Nominations from administrative, academic, and student life areas are encouraged. Documentation in support of nominees is to be submitted to Richie Holland in the Office of Human Resources.
The 2007 Spring Training Program curriculum will be available within two weeks.
A six-part series on money management will be offered.
The Bright Ideas selection committee is scheduled to review the most recent suggestions.
