Delaware Opportunity Expo sees positive turnout
12:38 p.m., May 12, 2010----Area contractors arrived at the former Newark Assembly Plant site armed with packets and portfolios. Each desired to show the companies at the Delaware Opportunity Expo just what they could do as subcontractors, given the chance.
They met individually with each of the six general contractors vying for the job of decommissioning and demolishing various buildings on the site. The expo was part of the Request for Proposal process; the six participating general contractors were chosen from more than 70 firms that responded to the initial phase of the process.
Almost 200 firms attended the two-day expo, hosted by the University of Delaware, 1743 Holdings LLC and the Delaware Economic Development Office.
On the second morning, Delaware Gov. Jack Markell joined UD President Patrick Harker and UD Board of Trustees Chairman Gil Sparks to meet with event attendees.
“There are so many Delawareans who are looking forward to getting to work on this site soon, so that, in the future, others can come to work there every day,” said Markell. “The University of Delaware is moving forward quickly to make this a reality. The Delaware Opportunity Expo is a great example of the innovative thinking that UD is bringing to the design and management of this project.”
The focus of the event was to give local firms an opportunity to get involved in the 18-24 months worth of decommissioning and demolition work to take place at the site.
“Without the University doing this, I don't know how much local people would be involved in it, so I think it's great,” said Mike Austin, president of Newark-based Austin & Bednash Construction, Inc.
UD Vice President for Administration J.J. Davis noted the turnout, describing it as phenomenal.
“There's a lot of optimism and excitement,” Davis said. “The six finalists on the project are keenly sensitive to the need to hire local firms in order to be successful in this project.”
The six selected general contractors will soon submit detailed proposals to the university, including a breakdown of how much work will be subcontracted to local firms.
The University acquired the former Chrysler assembly plant property in November 2009.

A Vision of Opportunity
UD celebrated the largest single property acquisition in its history at an event in the former Assembly Plant on December 8, 2009. State and local officials joined UD faculty, students, administrators and alumni for a "Vision for Excellence."

Access to the 896 corridor creates a gateway to UD's campus adjacent to the Athletic campus and the College of Agriculture & Natural Resources near I-95.
UD's Purchase of Newark Chrysler Site – Economic Development Goals
On October 24, 2009 the University of Delaware signed a purchase agreement for the 272-acre site formerly occupied by the Chrysler Assembly Plant in Newark. On November 20th this agreement was approved by the U.S. Federal Bankruptcy Court in New York.
According to UD President Patrick Harker, "The size of this parcel of land and its proximity to our main campus make this truly a once in a lifetime opportunity for the University of Delaware. This purchase will allow for the expansion of UD's educational and research opportunities for all our students and the University community for generations to come.”
"In addition to enabling us to dramatically reshape the gateway to the University campus from the south, it provides us with a wealth of options as we move UD forward on our Path to Prominence," said Harker. "We see great potential economic development and community infrastructure enhancement initiatives that will have a tremendously positive impact on the city, the state and the region." The initial objective for development on this property will be to create a research and technology campus adjacent to the University. The proximity of the site will allow University faculty to meet their teaching and basic research responsibilities while simultaneously enabling their intellectual property to benefit the citizens of the state and the University.
Additional benefits of the acquisition include enhancing public transportation in and around Newark through transit-oriented development, especially given the location of the Amtrak train station adjacent to the property.
All decisions on the use of this property will be made in the context of the University's academic, research and service missions, and according to the goals and values identified in UD’s Path to Prominence and the planning principles outlined in the Campus Capacity & Assessment Review.
The property will be a key driver of economic growth and development, given its physical location within the Mid-Atlantic region; its proximity to transportation systems and road networks; and its access to University programs, technical support and intellectual resources.
The property will allow for the expansion of University-based research and research undertaken with corporate partners—collaborations that are supported by the Office of Economic Innovation & Partnerships. Development of the site will stimulate the state economy through employee recruitment and undergraduate and graduate education programs, as well as R&D partnerships in the biosciences; energy and the environment; interdisciplinary engineering; and information and communications technologies.
Among the partnerships that will benefit from the site's development is one just entered into with the U.S. Army at Aberdeen Proving Ground. UD’s Cooperative Research and Development Agreement with Aberdeen Proving Ground provides the legal basis for scientists and engineers in both organizations to more efficiently work together.
Also benefiting from the property's purchase is the Delaware Health Sciences Alliance (DHSA), formed last spring with Thomas Jefferson University, Christiana Care, and Nemours. One of the goals of the DHSA is to strengthen state and regional capacity in biomedical research, technology and personnel, and improve health care delivery, especially in Delaware’s rural areas. This alliance will promote Delaware as a health sciences hub, creating health professional jobs and business opportunities, especially in life sciences research and biotechnology.
The former Newark Chrysler site may eventually be home to the Thomas Jefferson University Clinical Campus, allowing for expansion of UD’s joint degree programs with Jefferson, supporting new career pathways for medical professionals and providing a continuous pipeline of health personnel serving Delaware. The establishment of this Clinical Campus will also serve to encourage entrepreneurs to create and grow start-up companies that will provide employment while furthering UD's reputation as a leading research university.
