To the editor:
Your editorial ‘Education and National Security’ (June 23) has it just right:
the United States needs to balance its needs for increased security and continued
openness. New visa procedures, adopted without adequate staffing and other
resources, will affect not only higher education but also other valuable exchange
programs.
Even before the August 1 onset of mandatory interviewing, we see severe delays
for students who wish to come to the U.S to work as camp counselors or in
resort areas. Exchanges provide these students an opportunity for a significant
experience
in our country, and benefit American businesses and their patrons.
Before
we implement new visa measures, we must be sure the State Department has
the resources
to do its job.
