Survey of U.S. Intensive English Programs Points to Decline in International Enrollments, June 9, 2003

An Institute of International Education survey of intensive English programs (IEPs) in May, 2003 indicates a trend toward a decline of international student enrollment in the U.S in the fall of 2003. Since IEPs often have more frequent enrollment dates than university degree programs, trend changes in IEP student enrollment are more quickly apparent than those for higher education institutions. A significant factor in declining enrollment in IEPs is the increase in visa delays and denials for international students and scholars. Because IEPs provide an important path to U.S. degree programs, increasing denials of student visa applications and delays in processing student visas for IEP students threaten international educational and cultural exchanges.
