International Education Group Urges Balanced Visa-Processing System, July 23, 2003

NAFSA: Association of International Educators has issued recommendations for a balanced visa -processing system for international students and scholars that would implement the State Department’s “Secure Borders, Open Doors” policy and avoid a repeat of the substantial visa delays experienced in 2002. The State Department has instructed consulates to give priority to academic and exchange visa applicants. In order to implement a visa system that protects U.S. national security and interests, new procedures should be implemented gradually as resources become available. Also emphasized is a comprehensive approach to visa-processing. Four recommendations are suggested: 1) Congress must provide the necessary resources, and manage within them. 2) State must focus on applicants requiring special screening. 3) State must create a timely, transparent and predictable visa process. 4) Congress and Homeland Security must make “Secure Borders-Open Doors” the policy guidance for State to insure an effective and efficient visa system.
