Follow the guidelines of the World Wide Web Consortium (W3C) to ensure that frames and tables are accessible to everyone.

Required:

**Do not use frames on the top-level or on subsequent high-level pages of the UD web.

**Use style sheets rather than tables for layout. If you must use tables, make sure they linearize properly.

Recommended:

**If you use frames, design them following the W3C Guidelines. Provide a title for each frame as well as alternate content for browsers that do not support frames.

**If you use data tables, provide summary information as well as identification for rows and columns.
