SUBJECT:       Revision to the Constitution and Bylaws of the Faculty Handbook

 

            The Faculty Senate Committee on Rules has proposed the following revision to the Constitution and Bylaws of the Faculty Handbook under Section I Organization of the Faculty

a.                   Recommendation from the Rules Committee (Dallas Hoover, Chair) with the concurrence of the Executive Committee (Jay Hildebrandt, President) for revisions to Constitution and Bylaws of the Faculty Handbook under Section 1 Organization of the Faculty

 

1)                  amend The Constitution (new wording in bold) located in the Faculty Handbook under Section I Organization of the Faculty, I Constitution of the Faculty of the University of Delaware Section IV #7 to read…At the first regular May meeting the Senate shall elect a President –Elect, and in alternate years, a Vice President or a Secretary from the full-time voting faculty of the University.  The President-Elect shall assume the office of President of the Senate in the second year of office.  The Vice President shall serve for two years and may be re-elected for one, additional, consecutive two-year term.  The Secretary shall serve for two years and may be re-elected for one, additional, consecutive two-year term.

 

2)                  amend The Bylaws (new wording in bold) located in the Faculty Handbook under Section I Organization of the Faculty, II Bylaws and Regulations of the University Faculty Senate, H Procedural Regulations #2 to read…The President of the Senate shall appoint a Parliamentarian, subject to the approval of the Faculty Senate Executive Committee, whose function will be to advise and assist the President of the Senate with procedural matters and to assist the Vice President with matters arising from the preparation of the agenda. 

 

3)                  Amend The Bylaws (new wording in bold) located in the Faculty Handbook under Section I Organization of the Faculty, III Standing Committee System of the Faculty and its Senate, Executive Committee to read…This committee shall be composed of the elected officers of the Senate, who are the President of the Senate, the President-Elect of the Senate, the Vice President of the Senate, the Secretary of the Senate, and the Chairperson of the Committee on Committees and Nominations.  A Parliamentarian shall be chosen by the President and approved by the Executive Committee.  The Parliamentarian shall be an ex officio non-voting member of this committee. 

 

Resolution I:

 

Whereas:          the position of parliamentarian is codified in the UD Faculty Handbook; therefore be it

 

Resolved:         that the appointment of the parliamentarian be subject to the approval of the Faculty Senate Executive Committee; and that the UD Faculty Handbook and Bylaws located at:

                       

1)      Section I Organization of the Faculty, II Bylaws and Regulations of the University Faculty Senate, H Procedural Regulations #2 be revised to read:

Resolution II:

 

Whereas:          the Vice President and Secretary of the Faculty Senate are the only two elected positions prevented from serving consecutive terms; therefore be it

 

Resolved:         that Vice President and Secretary, if elected, be permitted two consecutive two-year terms; and that the UD Faculty Handbook and Constitution located at:

 

                        Section I Organization of the Faculty, I Constitution of the Faculty of the University of Delaware Section IV #7 be revised to read:
