a.  Rationale for creation, revision, or  deletion:

 

                The Department of Nursing seeks to establish a new Masters of Science in Nursing concentration, the Neonatal Nurse Practitioner.  Currently the Department offers two nurse practitioner concentrations:  adult and family.  The neonatal nurse practitioner concentration will prepare nurses to provide expert care to high risk, premature and critically ill newborns.  Currently the only regional educational programs for nurses to pursue this education are located at the University of Pennsylvania and Thomas Jefferson University.  The costs of tuition at these schools for Delaware nurses often prohibit their education.

Christiana Care Health System administrators and Dr. Katherine Esterly have requested repeatedly that the University of Delaware establish this program to meet the growing need for neonatal nurse practitioners (NNPs) throughout the state.  Each year the number of premature and critically ill newborns in Delaware increases.  Neonatologists collaborate with NNPs to provide 24-hour management and care to Delaware’s frail infants.

                In seeking to establish a neonatal nurse practitioner program to meet the needs, faculty collaborated with Thomas Jefferson University to share specialty coursework and recruit an increased number of students to make the program financially feasible.  The proposed educational program will be offered in collaboration with Thomas Jefferson University.  Students from Delaware seeking a neonatal nurse practitioner education will complete all core and support work at the University of Delaware; all specialty coursework will be provided by Thomas Jefferson University.  (Students from Thomas Jefferson University will not be taking University of Delaware courses; therefore, this program does not tax Delaware resources.)  Due to the lack of a medical school in Delaware, the specialty coursework and resources required to provide the specialty education are unrealistic and financially too costly to support an independent program at the University of Delaware. 

Due to the size and limited number of sites at which these nurses practice in Delaware, the need, which currently exists, can be met with 10-12 nurses.  The state’s need for NNPs, however, will recur when these 10-12 nurses retire or resign.  Therefore, building a full program with the high level, expert medical technology at a single institution is not feasible at the University of Delaware.  Partnering with Thomas Jefferson University, however, will allow the University of Delaware to offer in-state graduate education leading to a neonatal nurse practitioner.

Literature supports that nurses most frequently work in the communities in which they live.  Therefore, Delaware nurses are more likely to work in Delaware.  This collaborative educational program will offer Delaware nurses an opportunity to meet the nursing workforce need for NNPs throughout the state.

This program is part of a tri-state educational consortium funded by Health Services & Resources Administration.  The participating universities include the University of Delaware, Thomas Jefferson University and The College of New Jersey. 

 

 

b.  Summary of program:

 

This proposal seeks to establish a neonatal nurse practitioner concentration within the Masters of Science in Nursing program at the University of Delaware.  In collaboration with Thomas Jefferson University, University of Delaware students will complete a 37 credit graduate degree.  Thomas Jefferson University will provide all specialty coursework, totaling 15 graduate credits; students will complete the core courses and support courses at the University of Delaware, totaling 22 credits.  All graduates will be eligible to take the national certification required for practice as a neonatal nurse practitioner.  (Please see the attached program sequence guide.)
