a.  Rationale for creation, revision, or  deletion:

 

     A baccalaureate degree in nursing is a professional degree.  Across the Nation, most professional academic degrees in the health sciences are housed in either a professional “school” or in a separate nursing “college”.  At the University of Delaware, the baccalaureate and graduate nursing degrees are offered from a “department” of nursing.  In addition, the title of the academic program should reflect a tripartite mission and the faculty’s growing emphasis on scholarship and research.  Nationally, higher-level nursing programs with this tripartite mission have either the title Division, School or College.  The majority of leading nursing programs are designated as either a “School of Nursing” or a “College of Nursing.”  (See attachments.)  Based on the fact that the Department is a moderately sized department with a growing research emphasis, identifying itself as a  professional school is logical.

 

The ability to recruit faculty successfully with the severe current nursing faculty shortage is hindered by the title “Department.”  This title is not indicative of the program mission, level of scholarship, and size of program to nursing colleagues across the Nation.  In a recent two-year national search for chairperson of the Department, a number of potential applicants indicated that having a merged health sciences college and reducing the program’s status from a former College of Nursing to a Department indicated a lack of emphasis and importance of the program within the University.  Several potential applicants indicated that the status of “Department” kept them from applying for the position.

 

     With the growing faculty shortage in nursing academia, the title of the academic program must reflect the tripartite mission of the University in order to attract doctorally prepared faculty.  To place the University of Delaware’s nursing program in the most accurate terminology for appropriate recognition from peer institutions, the faculty propose a change in title from “Department of Nursing” to “School of Nursing”.  (See attached resolution.)

The Department of Nursing proposes to change its formal academic title from “Department of Nursing” to “School of Nursing.”

                        Nursing is a professional degree.

 

Whereas,

Across the Nation, the term “Department” is used most frequently by nursing programs with teaching and service missions.  The term “Department” does not indicate a tripartite mission that includes a focus on scholarship.  Since 1995, the mission of scholarship has increased significantly and will assist the future development of a doctoral program in nursing sciences.

 

 

Whereas,

                        Recruitment of nursing faculty and nursing leaders is hindered by the term

“Department.”  Current academic nurse leaders are most often members of “Schools of Nursing” or “Colleges of Nursing”.   With the extreme shortage of nursing faculty, the name of the institution should attract strong faculty.

 

 

Whereas,

During a recent two-year national search for a chairperson, potential applicants indicated the level of “department” was not of sufficient interest and prestige and showed a lack of importance within the University system.

 

 

Whereas,

                        Institutions of like size and similar programs have the title “College” or

“School”.

 

Whereas,

No change in administrative or faculty lines is required in the title “School of Nursing.”

 

 

 

Therefore, be it

 

RESOLVED

That the Faculty Senate recommends that the Department of Nursing change its name to “School of Nursing” in the College of Health Sciences.
