  1. Instead of MATH 251 and 252 plus a math elective, students must take MATH 251 and choose two of the following math courses: MATH 252, 253 or a math elective.
  2. Instead of an American History course, students may take either an American History course or POSC 150 American Political System.
  3. The following IFST courses will no longer be required because content will be covered in other courses:

·        IFST 236: Infants and Toddlers: Development and Programs

·        IFST 340: Early Childhood Curriculum II

  1. IFST 222, IFST 224, and IFST 445 will each change from 2 to 3 credits.
  2. Instead of IFST 465: Seminar, students will take IFST 480: Student Teaching Seminar
  3. There will no longer be certification electives. Instead, all ECE students will be required to take the same IFST courses.
  4. Instead of being a choice of a certification elective IFST 470: Families and Children at Risk will now be required.
  5. Eight new courses totaling 19 credits will replace NTDT/LEAD/FASH, IFST 236, IFST 340, the 12 credits of certification electives, and free electives. See next section for a list of new courses.

Changes in the following courses will impact other units:

  • IFST 452: Assessment of Young Children has been cross-listed with PSYC 460. The changes in IFST 452 will result in the course no longer being appropriately cross-listed with PSYC 460. The Psychology Department has been notified of this change and has emailed approval (attached).
  • IFST 222 and IFST 224 will change from 2 credits each to 3 credits each. Students in the CHEP major sometimes choose to take this course. The changes in credits have been approved by Kristine Ritz Coll, the CHEP advisor (email attached).
  • The NTDT/LEAD/FASH requirement has been dropped because these courses were not meeting the needs of our program. Information about nutrition and obesity prevention will be included in development and curriculum courses. An email is attached that was sent to the departments offering this course.
  • Students will be able to choose either a U.S. History courses or POSC 150: American Political System. The Political Science department has approved this addition (email correspondence attached).

 

Rationale:

Delaware state certification for early childhood has changed from Birth to Kindergarten to Birth to Second Grade. This change along with needs identified by graduates of the program and prospective employers necessitates the revision of the Childhood Development and Education major, which will now be called Early Childhood Education (ECE), so that it fits within the needs of the new certification for early childhood in Delaware. This certification track will prepare our teacher candidates for similar certification options in neighboring states.

Because of the IFST department’s commitment to preparing graduates to work with diverse children and families, the new ECE program will provide teacher candidates with experiences in inclusive settings throughout their undergraduate career. The resulting certification track will be Birth to Second Grade Inclusive.

Another change that was deemed necessary was lowering the number of credits required. The current program requires a minimum of 129 credits. The proposed program requires 124 credits. This reduction was achieved by eliminating free elective and certification elective courses.

All teacher education programs at the University of Delaware are responsible for meeting the standards of their Specialized Professional Associations. For an early childhood inclusive program, the IFST department must present assessment data to both the National Association for the Education for Young Children (NAEYC) and the Council for Exceptional Children (CEC). These organizations have well-defined standards for programs preparing teachers of young children with and without disabilities. As a result, the changes in the ECE program have been developed to ensure that our candidates can provide assessment data that show their ability to meet all of NAEYC’s and CEC’s standards

The resulting proposed program provides students with a solid grounding in child development, family studies, and inclusive, integrated curriculum for birth through grade two and will provide teacher candidates with the credentials to be certified in Early Childhood Education through grade two in both regular, inclusive, and special education settings.

Prerequisites for EDUC 400 Student Teaching: a GPA 2.50 and a major field index of 2.75 (Information on course designated in major field is available from Department Office) and a minimum grade of C- in all IFST courses.

 

Praxis Test Requirements

ECDE students must complete the following Praxis test requirements:

 

Praxis I: Passing scores on the Praxis I  test, all three subtests (reading, passing score= 175; writing, passing score= 173; and mathematics, passing score = 174), prior to enrollment in IFST 355.

 

Praxis II: Proof of having taken an appropriate academic CONTENT area test (e.g. Praxis II in Elementary Content Knowledge or Fundamental Subject Area Test) or a state-designated academic content knowledge test (e.g. New York State test in the appropriate area, like the Elementary Multiple Subjects Test). A copy of the Official score report must be submitted to the Delaware Center for the Teacher Education, 200 Academy Street, during enrollment in EDUC 400 Student Teaching or no later then November 1 for January graduates and May 1 for June or summer graduates. An institutional recommendation for certification will not be issued until the candidate has presented the official score report.

 

 

 

ELECTIVES

After required courses are completed, sufficient elective credits must be taken to meet the minimum credits required for the degree.

 

Only four credits of Music ensemble and four credits of 100-200 level courses in Military Science/ Army ROTC may be counted toward the degree.

Tom,

            We teach a course called IFST 452  Assessment of Young Children.  This course is co-listed with PSYC 460.  We are changing some of our curriculum courses in response to a change in our certification which is moving from birth to kindergarten to birth to second grade.  We are proposing changes to the assessment course which ties it more closely to our curriculum.  We are hoping to have students see that you assess children’s initial level of performance, teach and then assess what they have learned.  Although some general information about assessment per se is included the focus of the course has changed and I don’t believe it will serve your students in the same way it has in the past.  We would obviously like to proceed with these changes and we need  to know that this would not be a hardship on your students.  If you want more information about this let me know and I will provide it for you.  Thank you.  Penny Deiner

Dear Marsha, Karen and Susan,

I wish to advise you that there will be a major change in the Early Childhood Education Program. This has come about because the State has changed our certification from Birth – Kindergarten to Birth to Second Grade. This change will require program changes for this certification which will require additional focus in our development and curriculum courses.

Our past requirements required our students to take 3 credits of CNST/LEAD/FASH or NTDT.
We have chosen to replace this requirement with an additional curriculum course.

We believe in the importance of nutrition and fitness awareness, and focus on this topic will be made in our development and curriculum courses.  It will be enhanced with our partnership we have recently entered into with Nemours in the area of early childhood obesity prevention.  We also instill concepts of leadership and advocacy in our Professional Issues Course.

 The initial reasoning for the CNST/LEAD/FASH/NTDT requirement was based on our background in Home Economics.  As departments have changed over the years, their curriculums have eliminated such requirements in relation to IFS.  The elimination of such a requirement in our program is a change that permits a more effective use of resources for our students.
