a.  Rationale for creation, revision, or  deletion:

Students in the School Library Media(SLM) Concentration within this Master of Instruction (M.I.) degree program are current Delaware teachers who are seeking certification to become a School Library Media Specialist.  According to past practice,  teachers who sought this certificate could take a number of courses specified by the State and, upon completion of those courses, the State would issue them an additional certificate in SLM.  However, last spring, the State changed this practice and any teacher who now desires to be certified as a SLM Specialist must complete an “Approved Program”.

We are requesting a change of 12 credits in this concentration in order to seek Approved Program status for this program from the DE Department of Education.   Of these 12 credits, only one course would be a new course;  the other courses already exist as part of our regular graduate course offerings.  The new course, EDLM 628, School Library Media Curriculum, is replacing a course that is offered in the current concentration.

There is no change in the total number of credit hours required for the degree, and other than the course changes, all other aspects of this concentration would remain the same.

b.  Summary of program:

MASTER OF INSTRUCTION

WITH A MAJOR IN INSTRUCTION

AND A CONCENTRATION IN SCHOOL LIBRARY MEDIA

The Master of Instruction degree with a concentration in School Library Media is predicated on the national standard for library media specialists, namely, that it is the goal of the library media specialist to help all school students and faculty become effective and efficient users of information and that, through partnerships with the school faculty, student achievement is the bottom line.
