a.  Rationale for creation, revision, or  deletion:

The changes requested to this program include two course changes and one policy change.

1.  Course changes requested:

            a.  All students in this program are required to complete a final field experience of either Student Teaching or a Practicum depending upon whether they are seeking K-12 certification.  Previously, a special problems number (EDUC 666) was used as the course number for the Practicum.  We have now submitted a new course number in the challenge list to change the Practicum from EDUC 666 to EDUC 742.  Both courses are 3 credits.

            b.  A literacy course is required of all students in the program.  Currently, students are required to choose between EDUC 620, Foundations of Reading Instruction or EDUC 622, The Role of Literacy in the Content Areas.  After two years of using these courses, a new course was specifically designed to address literacy issues for the English Language Learner.  This course, EDUC 740, Literacy Instruction for English Language Learners, is in the challenge list to be approved this year.  The requested program change is to replace the EDUC 620/622 choice with EDUC 740.  All three courses are 3 credits.

2.  Policy change requested:

The M.A.-TESL program, like all of our other master’s programs in the School of Education, is a nationally accredited program through the National Council for Accreditation of Teacher Education (NCATE).  As part of continually changing NCATE and No Child Left Behind (NCLB) regulations, students must demonstrate their proficiency in the skills and abilities required by the professional standards governing this program.  Recent changes have necessitated the addition of a requirement that all students in this program take the Praxis II test in TESL prior to completion of the program.  We are requesting that a policy change be approved to require all students to take the Praxis II test prior to being allowed to begin their Practicum or Student Teaching courses.
