a.  Rationale for creation, revision, or  deletion:

 

                In 2002 the University of Delaware and Delaware Technical and Community College ratified a new articulation agreement for students transferring from DTCC’s A.A. program in Criminal Justice Technology to UD’s B.A. program in Criminal Justice.  Part of the negotiations involved determining which courses taken at DTCC would count toward the Criminal Justice major at UD.  Representatives from both institutions agreed that as many DTCC courses as possible should be accepted when reasonable UD equivalents existed, because little purpose is served by requiring students to repeat comparable courses.  At the same time, representatives from the UD Criminal Justice Program articulated the principle that students claiming a degree in Criminal Justice from UD should take the bulk of their course work in criminal justice at UD, and expressed concern that in the past transfer students from DTCC had graduated after taking as few as 6 CRJU credits at the UD campus.  Therefore, the new articulation agreement specifies that any student pursuing the connected degree between the two institutions must take 15 credits of CRJU courses at UD.

 

            The administration of this rule, however, has produced an inequity.  Namely, students who earn an A.A. degree at DTCC and transfer to UD are disadvantaged compared to other transfer students because only connected degree students are subject to the 15 credit rule.  In fact, because of the liberal transfer of credit matrix with DTCC, it is possible for a DTCC student who transfers to UD without an associate’s degree to take fewer CRJU credits at UD than a DTCC transfer who earns an A.A., because the articulation agreement only applies to DTCC students with an A.A.  Therefore, we propose adding a residency requirement to the Criminal Justice major that would apply to ALL transfer students.
