Student College Council (SCC)

Article 1
Name

The name of this organization will be the College of Human Services, Education & Public Policy Student College Council (hereinafter referred to as the SCC) at the University of Delaware in Newark, Delaware.

Article 2
Membership

The presidents (or individual designated by an organization's president) of the CHEP undergraduate and graduate student organizations.

Article 3
Purpose

The purpose of this organization is to:

Promote general student interests as they relate to any aspect of student life within CHEP. This will be accomplished by:

  1. Communicating to the Dean of CHEP on matters pertaining to the welfare of CHEP students. Issues may include but may not be limited to strategic planning, allocations of resources, research issues, program evaluation, College organization, and any other issue that may impact students of CHEP.
  2. Acting as a liaison between the College Council and the student organizations to foster greater communications College wide through information dissemination.
  3. Make recommendations via the voting student members of SCC to the College Council on behalf of students' interests. This may include participation in developing and forming policies and practices created by the College Council as they relate to CHEP students' interests.

Article 4
Officers

The delegates to the SCC will vote to select a chair, secretary, and two representatives to the College Council. Each position will serve for a one-year term. The officers will abide by Robert's Rules of order.

Article 5
Duties

Chair: The duties of the chair are to set the agenda for each SCC meeting, conduct the meetings, and encourage representation.

Secretary / Treasurer: The secretary's duties are to transcribe the minutes of the SCC meetings and e-mail them to all members of the SCC. The secretary will assist the chair and other SCC members with information dissemination as seen fit by the chair and assist with procurement of funds if needed as well as budgeting if needed.

Two representatives to the College Council from the SCC: One will be a graduate student and the other an undergraduate. These representatives will vote on issues according to CHEP College Council bylaws. In the event that the CHEP College Council only allows for one voting student member, the graduate and undergraduate SCC representatives will alter the years they have voting power. Voting priority will go to undergraduates when there is an "odd" academic year (i.e. 1999-2000)) and "even" academic years will go to graduates (i.e. 1998-1999).

Representatives to CHEP graduate and undergraduate Curriculum Committees will be chosen by SCC; these representatives can be chosen from outside of the SCC membership.

Article 6
Meetings

Meetings for the SCC will be held four times a year. The first meeting will be held in September to set the agenda for the semester. The second meeting will be held in December to review the past semester and any issues that need addressing. The third meeting will be held in February to set the spring agenda. The fourth meeting will be held in May to review the past semester and any necessary issues. The May meeting will also be used to select a new cabinet comprised of the chair, secretary/treasurer and the two College Council representatives (one graduate the other undergraduate). In the case of the first year of SCC voting will be held in September.

Article 7
Faculty Advisor

The members of the Student College Council will select a faculty advisor.

Article 8
Amending Bylaws

SCC’s bylaws can be amended under the following conditions: a quorum (51%) is needed to amend the bylaws and two-thirds of those present must vote in favor of proposed amendments before they can become valid.
