MINUTES

College Council Meeting of February 3, 1998

Present: Gottfredson, Rys, Roe, Stotko, Mayhew, Okolo, Eyman, Sine, Wearne, Johnson, Picolish, Warren, Ferrari, Cole and MacArthur. ( Excused, Hermes and Denhardt)

The meeting was called to order at 12:03 p.m.

1.   Minutes of the January 6, 1998 meeting were approved as amended.

2.   Chair's report

  • The Chair reported on follow-up to the special Council meeting on January 20, regarding the DCTE proposal. Copies of the minutes will be sent via e-mail and posted to the web. Council members were asked to review the minutes and suggest corrections so that minutes can be distributed to CHEP members.

    Also, comments on the draft DCTE proposal can be sent to Bill Stanley. The DCTE committee will produce a revised proposal for the scheduled meeting on 02/27/98.

    The CHEP college forum is scheduled for Friday, Feb. 27, from 3:30-5:00PM in 007 WHL. This is intended to allow for discussion of the DCTE proposal and this time was judged best due to college-wide teaching schedules. This forum will be jointly sponsored by the Council and the Dean's Office.

  • Council's Committee On Committees had no report at this time.

3.   Dean's Report

  • Copies of the CHEP portion of the UD funding requests to the State of Delaware were circulated. Over the past two years major increases in State aid have been sought and gained.
  • The Faculty Senate agenda for the February meeting will include a proposal for a School of Education as an "information" agenda item. Memoranda have been sent to several groups within the College to ask for nominations for (1)membership on a transition team and (2)membership on search committee for an external candidate for Director of The School of Education. No date has been set for the opening of the search yet.

4.   Discussion of Draft Resolution from Council to Dean Rich on School of Education merger.

The Chair explained that it is appropriate for the Council to provide advice to the dean regarding the merger of the Department of Educational Studies with the Department of Educational Development, to create a School of Education. Such a merger has wide implications and as such requires the attention of the Council. In order to deal with time constraints imposed by University approval cycles, the Chair had asked Dr. Michael Ferrari to draft a resolution for discussion purposes. Council discussions centered around the history of the proposed merger and summarized how the vote came to pass with the two-thirds approval of both departments. It was noted that there are many issues related to the organizational structure of the proposed School. Also, the relationship with the newly proposed Delaware Center for Teacher Education has college-wide implications that need to be examined by the Council through an on-going process.

Michael Ferrari made the following resolution:

    WHEREAS the College Council of CHEP has reviewed the decision and votes of the Department of Educational Studies and the Department of Educational Development in favor of a merger and

    WHEREAS the Council recognizes the merger as an effort with the widespread support of the two units involved;

    WHEREAS the Council perceives of potential advantages of this merger for the departments, the school, the college and the university community;

    BE IT RESOLVED that the College Council of CHEP supports the establishment of a School of Education.

The question was called by Council member Okolo, seconded by Council member Roe, and passed unanimously, with no abstentions.

5.   Council activities with regard to proposal for a Delaware Center for Teacher Education (DCTE)

Minutes from the special council meeting on the draft proposal have been posted on the Web.

The Council will co-sponsor a forum on 02/27/98 to discuss the revised DCTE proposal. This will allow all interested persons to question the committee and the Dean about the proposal and the Center.

The forum will allow the Council to make a possible recommendation to the Dean.

After the discussion about the forum and the above resolution, Council member Sine was inspired to propose the following motion, seconded by Council member MacArthur. After a brief discussion and suggestions for minor semantic changes the following motion was accepted unanimously, with no abstentions.

    I move that the Chair of the College Council appoint a Committee of the Council to track the progress of the creation of the DCTE with an eye to college-wide issues, including the creation of the School of Education. Such issues should include staffing and resource allocation, program planning, and precedents for creating new centers or units.

The meeting was adjourned at 2:00 p.m.

The forum for discussion of the proposal for DCTE will be February 27, 1998 Willard 007, 3:30-5:00 P.M.

The next meeting of the Council is scheduled for March 3, 1998, 202 Allison Hall, 11-1.
