MINUTES

College Council Meeting of January 6, 1998

Present: Myers (for Cole), Sine, MacArthur, Hermes, Mayhew, McLaughlin, Rys, Stotko, Wearne, Roe, Okolo, Warren, Rich, VanDornick, Eyman, Siders, Johnson, Gottfredson, and Denhardt.

The meeting was called to order at 1:04.

1.   The minutes of the December 11, 1997 meeting were approved with marked enthusiasm.

2.   Chair's report

  • The chair introduced the meeting by outlining the agenda for the afternoon.

3.   Dean's Report

The Dean's Report consisted primarily of a presentation on the CHEP budget and budget process. After noting that the College budget is something over $18 million a year, the Dean pointed out that total University of Delaware support for the College is between $12 and 13 million, the remainder coming from other sources, including grants and contracts. He then discussed a variety of related topics including the new Budget Decentralization plan, the new Indirect Cost formula, the Year-End policy, the Provost Reallocation fund, the Graduate Tuition Policy, and the process by which the College budget is formulated each year. The Dean then reported that the creation of the new School of Education is moving forward, with the Faculty Senate scheduled to review and comment during the early spring and the administration and Board of Trustees expected to act in the late spring. In the meantime, a transition team, including representatives of all affected groups, will be constituted to begin planning for the new school. A national search for the director will begin soon, though, in the Dean's view, that search is not likely to be completed this academic year. Discussion of the draft proposal for the Delaware Center for Teacher Education continues, and the Dean plans to consult with those affected, including faculty, professional staff, salaried staff, and students. Several questions were raised by Council members concerning the adequacy of consultation processes and the Dean acknowledged the importance of full consultation with all groups.

4.   Role of the College Council

The Chair then returned to its discussion of the intertwined issues of creating the new school, creating the Center, and the role of the College Council in each of these matters. The discussions generated a number of comments and suggestions, carefully and very helpfully transcribed on flip charts by Piscolish and attached as an appendix to these minutes.

Following the discussion, the Council agreed to schedule a 2-hour meeting later in the month to discuss College-wide issues pertaining to the creation of the Delaware Center for Teacher Education. The Chair will invite the members of the DCTE planning committee as well as Dean Rich to respond to questions. As discussed in the December College Council meeting, this will be followed sometime later by an open college forum to be sponsored by the College Council in cooperation with the Dean's Office.

The meeting was adjourned around 2:20.

The next meeting of the Council is scheduled for February 3, 135 Willard Hall, 12-2.

The special Council meeting concerning the DCTE will be January 20, 1998, 135 Willard Hall, from 12-2.
