College Council Meeting of November 12, 2002

Dean’s Report:

Budget

    • The State asked the University to return $3.1 million. Academic programs, labs, and classrooms will not be impacted by the budget cuts. Instead, direct state allocations are impacted (e.g., Public Service Assistantships, Centers). The University is anticipating future cuts.
    • Given the current economic conditions, the University’s basic approach is to continue to hire new (junior) faculty and protect jobs for everyone. Currently, within the college, there are 4 positions being replaced in the SOE, 1 in the SUAPP, 3 in IFST, and 1 in CNST.
    • There are no budget numbers for next year.

Merit Metric

    • The new collective bargaining agreement calls for clear procedures for allocating merit. Merit metric need to be submitted by December 31, 2002. Units that fail to submit a merit metric will receive no merit pool allocation.
    • Merit pool cannot be split. Non-faculty appointments (e.g., public service and clinical faculty) must be in the same merit pool as regular faculty. All monies must be distributed.
    • There may be some issues in terms of coordinating with Center Directors for evaluating merit of personnel with joint appointments. Also, there may be implications for people with only center affiliations.
    • In January, there will be an administrator’s retreat on what each score rating means and how to best administer workload agreements and evaluations.

Workload

    • Workload policies must be submitted by June 30, 2003. Failure to submit workload policies will result in no new positions being filled.
    • Each unit administrator has access to “working draft policies” of other units to share.

Contract Administration

    • Sandra Dean, a specialist in contract closeouts, is currently working in the CHEP office to help units with closeouts. She will advise and train personnel with contract administration as well as assess the needs of the College.

People Soft

    • Personnel representing all academic units have examined procedures on implementing People Soft. Consultants on campus will start the implementation process and the financial system will begin to run in July. Key people in Colleges and Administrative units are trained to implement the package. Within CHEP, Tim Miller, Patsy Howaniec, Ann Draper, and Signe Wilcoxen will have the most extensive training. Later on, group training will occur.

Safety Committees

    • New safety committees have been appointed (Group A - Willard, Raub, and Rextrew; Group B – Graham and Pearson; Group C – Alison East and West).
    • Since 9-11, we need to be more alert in regards to safety issues.

New Business:

  • Recruitment of undergraduate students for committees was discussed. Suggested ways to attract undergraduate students included working through student organizations, notices on homepages, and development of web portals.
  • Tim Barnekov encouraged members to bring forward any issues, concerns, or topics for discussion.
