College Council Meeting of February 12, 2002

The meeting was called to order by Chair Minke at 12:05

Approval of the Minutes

Motion to approve the Minutes of November 13th : First: Michael Gamel-McCormick; second: Barbara Curry; vote: unanimous

Chair's Report:

Penny Walser resigned her position; will not be on Council anymore

Committee on Committees - overlap of representation - Graduate Curriculum committee; Undergraduate Curriculum committee; Promotion and Tenure committee at College level; need to fill slots for next year;

CHEP representatives to College Council need to be more proactive and on the agenda for their departments when there are substantive issues to be discussed.

Dean's Report

  1. Budget Update

    --state funding flat -- not over until June 30.
    --salary increases
    --pressure on contracts
    --increase in benchmark
    --inrease in provost reallocation
    --increase in fringe benefit rates on some contracts

  2. Despite pressures, we are in relatively good shape -- flexibility of resources as compared to other colleges.
  3. Actions taken to protect jobs and allow for continued hiring of faculty at junior level.

    --cancelled search for senior position in SOE for Assoc. Director -- try to go out for junior position next year
    --cancelled national search for Director of CCDFP -- appointed Interim and will initiate an internal search
    --will not replace position in Dean's Office -- we are a lean machine; 1 fewer prof staff and no Sen. Asst Dean; will not replace latter and former will be replaced with more junior person using overhead funds
    --will not reinstate national search for Messick Chair in SUAPP; hope to appoint an internal candidate and search for junior fac. in fall
    --just yesterday, as result of directive from Provost that will be forthcoming later this week, I cancelled the national search for IFST Chair. The Provost will announce that all national searches for chairs are cancelled unless the dean makes a special request to continue - on basis that there is no qualified internal candidate.

  4. Basic approach - protect existing positions and continue to recruit faculty at junior level - now is not the time to stop faculty recruitment - when other places are slowing down or stopping their hiring, we can gain and expect good cohorts of candidates for our positions
  5. Rule is though - we will hire at the asst level unless there is a special case and circumstances allow us to hire at a higher level.

Now for the more upbeat news

  1. Very good CHEP Retreat for Center/Academic Program Directors
    Talked about 4 initiatives under discussion and 3 issues that are on-going challenges
    Academic/center relationships
    Professional development of faculty/staff
    Resource Development
  2. Calendar year sabbaticals will be possible as of 1/1/03
  3. Group working on a college-wide instructional technology proposal - rfp from Center for Teaching Effectiveness
    Proposal is to build the capacity to have student portfolios on line with MIS program and Consumer Studies working on prototypes
  4. Request from Provost for CHEP to pilot a program to encourage faculty to put course materials on line and to strengthen the use of information technology for administrative purposes
    Three motivations - students are increasingly expecting materials on line; need to reduce copying costs and support staff costs
  5. ** focus on SOE - put together task force to review the use of space in Willard Hall, the use of salaried staff support, and the use of technology - and how these things interact to make for efficient (or inefficient) use of resources - will be talking to the SOE Exec Com to discuss how to set up the task force
    SOE is our largest program
    We are going to be in Willard for a while given the tight capital budget

    **working group of selected faculty across CHEP - a couple from each program-for special attention - software, technical help, etc.-to see what issues are keeping faculty from using info tech. - need folks who are not techis - probably not junior faculty - the middle-aged group who are not resistant but need encouragement and can serve as role models for their colleagues. - I be working with the chairs to determine who fits the model and who is willing to participate

  6. Initiatives under discussion

    proposal to Rodell foundation -
    community-based teacher education (Schuaib Meecham)
    data-based instructional management (Doug Archibald, Dennis Loftus of DASL)
    purchase of Girls, Inc - creation of a Early Childhood and Family Support Center
    creation of a Center for Hospitality and Tourism Research - main conclusion is to start slower with a hospitality and tourism group along the lines of our health policy group
    leadership doctorate in CHEP - degree parallel to the current Ed Leadership doctorate which would have a broader focus --
