Special Announcements:

IMPORTANT -- As has been announced many times, the presentation by each planning team of their revitalization plan will take place on January 16, 2009. Entitled "Blueprint Community Revitalization Symposium," the event will be held from 8:30 a.m. to 4:30 p.m. at Arsht Hall on the University of Delaware's Wilmington Campus located at 2800 Pennsylvania Avenue, Wilmington, DE. All planning team members are expected to attend. Please go here for a copy of a memorandium that gives detailed information about the Symposium and the expectations and deadlines leading up to the Symposium.

IMPORTANT -- The deadline for submittal of each team's revitalization plan is Monday, January 5, 2009 at 5:00 pm. The required submittal must include one (1) electonic copy (in MS Word format) and five (5) printed copies of the team's plan. All materials are to be submitted to Cara Robinson at the Center for Community Research and Service.

ALSO IMPORTANT -- The deadline for each team to submit an electronic copy of its presentation materials to Cara Robinson is January 12, 2009. We prefer that teams use PowerPoint software.

Overview of this Course and the Blueprint Communities Delaware Program

This training course is one of several components of Blueprint Communities Delaware, and is designed to provide knowledge and information that will help the nine community planning teams in Delaware carry out the planning and implementation process for the revitalization of their communities. Importantly, the goal of Blueprint Communities Delaware is to have all nine community planning teams produce a well-conceived, comprehensive community revitalization plan containing one or more feasible projects or programs by mid-January 2009. To ensure that this happens, Blueprint Communities Delaware includes:

In addition to the orientation session on March 10th, this training program consists of seven full days of training at various locations across the state. A calendar of each of the training sessions and their locations is provided below. Several different experts will be involved in providing the training, and training sessions will consist of combinations of presentations, panel sessions, small group discussions, question and answer periods, and exercises. This website is your gateway to the course! It contains all needed course information, including links to lecture presentations, readings, data and other important resources.

Team members who successfully complete this course and have a high level of course attendance and participation in their community's strategic planning process will earn the

If desired, participants may also earn continuing education units (CEUs) through the University's Division of Professional and Continuing Studies. Attendance

Learning and team building won't happen if team members don't show up for training sessions, don't do readings and assignments, and don't attend team and community meetings between training sessions. Teams that do not maintain high attendance levels will be disadvantaged when it comes to the awarding of mini-implementation grants later in the year. While we know that illness and unexpected events can interrupt our personal schedules, every effort should be made to attend all training sessions as well as other meetings that are part of the community strategic planning process. Participants who have a poor attendance record will not be eligible to receive continuing education credits or the "Certificate in Community Planning and Implementation" to be issued by the University of Delaware. Here's how we'll rate attendance:


Readings and Assignments

We know that as adult learners you all have many personal and professional responsibilities. We will not burden you with excessive readings and other course requirements, but we do expect you to do certain required readings and assignments. These readings and assignments will help you and your team produce a high quality and feasible strategic plan by January 2009.

While participants and teams will not be graded in the traditional manner, the instructors will critique assignments and will provide periodic verbal and written feedback. This will help teams refine and enhance their planning process and the plans that are developed.

Planning Data and Information

CADSR
Known as "CADSR," the Center for Applied Demography and Survey Research at the University of Delaware provides opinion research and statistical analysis in areas such as health and transportation policy as well as general demographic analysis for state and local government and the private sector. Many data bases are available online through its website.

DataPlace
DataPlace (as part of KnowledgePlex, see below) aims to be your one-stop source for housing and demographic data about your community, your region, and the nation. This free site includes a variety of data sets from multiple sources, such as the 1990 and 2000 Censuses, Home Mortgage Disclosure Act, and Section 8 Expiring Use database. It also provides tools -- such as maps, charts, and tables -- and guides to assist you in analyzing, interpreting, and applying the data so you can make more informed decisions. News updates offer the latest information on newly released data sets, as well as highlights from relevant reports and research.


FactFinder

American FactFinder provides access to a rich variety of data and maps provided by the U.S. Bureau of the Census. This includes population, housing, economic and other information from the Decennial Census, American Community Survey, Current Population Survey, Economic Census (every 5 years) , and Annual Economic Surveys.

HUD USER
HUD USER is your definitive source for research and data that offers an in-depth view of housing in the United States. It provides free downloads of more than 1,000 publications and data sets published by HUD’s Office of Policy Development & Research.

Knowledgeplex
KnowledgePlex, Inc (KPI) seeks to help transform disadvantaged communities and neighborhoods by creating, maintaining, and innovating a standard technology platform for information and data that can serve a wide variety of sectors. National Association of Housing & Redevelopment Officials (NAHRO)
The National Association of Housing and Redevelopment Officials (NAHRO) is the leading housing and community development advocate for the provision of adequate and affordable housing and strong, viable communities for all Americans—particularly those with low- and moderate-incomes. Our members administer HUD programs such as Public Housing, Section 8, CDBG and HOME.

National Housing Conference

State of the Cities Data System (SOCDS)

The SOCDS is provided by HUD's Office of Policy Research & Development and provides data for individual metropolitan areas, central cities, and suburbs.

U.S. Department of Housing & Urban Development (HUD)
HUD is the primary executive department of the US Federal government charged with addressing housing and urban development issues. It's home page contains a variety of information about housing and community development issues, programs, policies and research.

Housing Policy Debate
This quarterly journal provides insightful discussion and original research on a broad range of housing and community development issues. Housing Policy Debate (HPD) provides a venue for original housing and urban affairs research on a broad range of domestic and international topics. Subjects include the analysis of real estate and market trends, land use regulations, and metropolitan development patterns.
