Another proposal to merge Delaware State with the University of Delaware was made in a report prepared by a special panel of consultants for the Academy for Educational Development and published in February 1969 with the title, Alliance for Greatness. This report, commissioned by the Higher Educational Aid Advisory Commission for Delaware, proposed uniting all "public post-secondary education" in Delaware under the university. This would have meant that the branches of the Delaware Technical and Community College, as well as Delaware State College, would have become parts of the university. Many other recommendations were made in this report, but it received very little favorable attention in Delaware, where the feeling seems to have been that its authors were not sufficiently sensitive to conditions in this state.
