In June, Del. Gov. Thomas Carper signed a bill that significantly changed Delaware's outdated rape laws. Delaware will now prosecute date and stranger rape equally and, in many cases, more severely. Jill Prettyman, Rape Crisis Program director for CONTACT Delaware, will talk about how these changes came about and their effects.
