State planner in classroom
When it comes to knowledge about the current issues on land
use and the environment, one of those on the front lines is the
state's top planner David S. Hugg III, Delaware '64. So, when
David Ames, urban affairs and public policy, was planning his
course on "Land Use and Environmental Planning," he went to the
source and invited Hugg to give a weekly talk to the class.
Hugg lectures and leads discussions on the hot topics of
land planning in Delaware in terms of development, agricultural
land preservation, urban sprawl, public transportation and
traffic patterns.
Hugg, who was appointed state planning coordinator in
January 1995, serves as primary staff to the Cabinet Committee on
State Planning Issues and chairs the Inter-Agency Planning
Working Group. He is responsible for promoting cooperation among
state agencies in the areas of long-term growth management and
infrastructure investment policy and for coordinating the
planning activities of the state, county and municipal
jurisdictions.
Previously, he served as director and principal planner for
the Department of Natural Resources and Environmental Control. He
holds a master's degree in urban and regional planning from New
York University and is a member of the American Institute of
Certified Planners.
