     The first graduates of the University's new Community
Policing Certificate Program include Al Laibinis (left) and David
Bartolf, both Public Safety.  Certificates were presented to the
graduates by  Newark Police Chief William Hogan (center).
     Classes for the comprehensive survey of the philosophy of
community policing were held at the Newark Police Department. The
eight one- and two-day seminars were taught by national experts.
     The program, which consists of a series of seminars, is
designed for law enforcement personnel and members of government
agencies and community groups who are interested in a
comprehensive survey of the philosophy of community policing.
     To fulfill the certificate requirements, participants must
complete eight one- and two-day seminars, including such topics
as "Organization and Development of Community Partnerships,"
"Experiments in Community Policing," "Diversity" and  "Ethical
Issues in Community Policing."
