Rental home
     A house owned by the University at 184 South Chapel St. is
available for rent. Within walking distance to campus, the
completely furnished, three-bedroom, 1-1/2-bath house also has a
living room, dining room and kitchen.
     Rent has been reduced from $500 to $450 per month through
June. Effective July 1, the rent will revert to $500. The tenant
is responsible for utilities (electric heat).
     The lease arrangement is especially favorable to new faculty
or staff moving to the area, as the lease can be terminated if
the tenant purchases a home.

Udall scholar
     Students interested in a career related to environmental
public policy and Native American and Alaska native students
interested in careers in related health care and tribal public
policy are encouraged to apply for a Morris K. Udall Scholarship.
     The scholarships, established in 1992, are awarded to
students who will be college juniors or seniors during the 1997-
98 academic year. The scholarship award covers eligible expenses
up to a maximum of $5,000 per year.
     To be considered, students must be nominated by their
institution. The deadline for receipt of nominations is March 3.
     Interested sophomores and juniors should contact Janet B.
Johnson, 462 Smith Hall, at 831-1928, by Feb. 7.

Winterfest '96
     Winterfest '96 will be held from 4:30-8:30 p.m., Friday,
Dec. 6, in the central downtown area.
     Tree sales, carriage rides, store and restaurant specials
and children's activities are planned. Musical entertainment,
storytelling, ice carving, caroling and a tree lighting will be
held in the area of Main and Academy streets.
     The event is cosponsored by the city of Newark, Newark
Business Association and the UD.

     The rain date is Saturday, Dec. 7. Call 366-7147 on that
date if it becomes necessary to check on the status of the event.

Library hours
     University library hours during the fall semester
examination period, are 8 a.m.-midnight, Mondays-Thursdays, now
through Dec. 19.
     Extended hours are 8 a.m.-10 p.m., Fridays, Dec. 6 and 13;
and 9 a.m.-10 p.m., Saturdays, Dec. 7 and 14. The library will be
open from 11 a.m.-midnight, Sundays, Dec. 8 and 15.
     On Friday, Dec. 20, the last day of examinations hours are 8
a.m.-7 p.m.
     Special Collections and Exhibition Gallery hours are 9 a.m.-
5 p.m., Mondays-Fridays, and until 8 p.m., Tuesdays. For
information on branch libraries, call 831-BOOK.

Calendar change
     A change has been announced in the administrative calendar.
On Sunday, Feb. 9, 1997, the room change period for students
living on campus during Winter Session is from 9 a.m.-noon.
     This was previously scheduled from 8-10 a.m.

NSEP grants
     The National Security Education Program (NSEP) provides
opportunities for Americans to study in regions critical to U.S.
national interests-excluding Western Europe, Canada, Australia
and New Zealand. Undergraduate students are eligible to enter the
merit-based competition. Students may apply now for study in the
summer of 1997, fall of 1997 and spring of 1998.
     NSEP awards are available up to $8,000 per semester or
$16,000 a years. The application deadline is Feb. 3.

1997 FICA rates
     The Social Security Administration has announced the maximum
taxable earnings and the rates for FICA and FICA Medicare for
1997.
     The rates have remained the same, but the maximum taxable
earnings have increased.
     The 1997 rate on FICA is 6.2 percent on taxable earnings has
been raised to $65,400, for a maximum employee tax of $4,054.
There is no limit on earnings or employee tax on the FICA
Medicare. The rate is 1.45 percent.
     During 1996, the maximum taxable earnings were $62,700 for
FICA and no limit for FICA Medicare.

Foreign payments
     A workshop will be held at 10 a.m., Friday, Dec. 13, in Room
004 Kirkbride Lecture Hall to provide information for compliance
with federal regulations and University procedures on hiring,
paying and reimbursing non-resident aliens.
     The workshop is intended for departmental staff who will be
initiating payment requests, hiring personnel and inviting guests
to campus.
