     James R. Soles, Alumni Distinguished Professor of Political
Science and International Relations (right), receives a certificate of
appreciation from Delaware Gov. Thomas R. Carper, Delaware '75M, at a
campus ceremony July 20 during the annual Governor's School for
Excellence. Soles, who was instrumental in starting the Governor's
School for Excellence, was honored for his many contributions to the
annual program over the years.
